Compliance Analyst
East Texas Electric Cooperative (ETEC) is an electric cooperative headquartered in Nacogdoches, Texas. ETEC generates and transmits wholesale electricity ultimately to 10 distribution cooperatives that reach over 340,000 homes and businesses. ETEC serves load in the Southwest Power Pool (SPP), the Midcontinent Independent System Operator (MISO) as well as the Electric Reliability Council of Texas (ERCOT).
Role and Responsibilities
The compliance analyst role will focus on both NERC (NERC 693) CIP and O&P Standards but may expand to include federal regulatory and state compliance. As a member of the Compliance and Planning team, this position will perform governance and oversight of ETEC’s compliance with NERC Critical Infrastructure Protection (CIP) and Operations and Planning (O&P) Reliability Standards.
The compliance analyst is responsible for the day-to-day management of the NERC compliance program for ETEC. The position will need to be able to work across various other teams to obtain needed information. The successful candidate will be supported by the Manager of Compliance and Planning, Manager of Transmission Services, and the Manager of IT Systems, along with others from within the organization. The compliance analyst would be expected to develop a day-to-day relationship with SMEs, while working towards optimizing and enhancing our compliance program.
•Responsible for meeting critical NERC reporting deadlines to ensure ETEC compliance with NERC regulatory requirements
•Compile, review, assess, and maintain NERC Compliance documents
•Coordinate with owner engineers (co-op members), contractors, and external resources
•Ability to manage multiple tasks and resources with varying scopes and timelines
•Travel to compliance workshops, as needed
•Work with Compliance and Planning Manager to facilitate and coordinate audit, spot check, or self-certification preparation plans and training for the member co-ops
•Manage remediation: Track, report, and ensure remediation of negative findings found by co-op members, Regional Entity, external consultant or ETEC
•Maintain coordination with member cooperatives and neighboring utilities
•Acquire NERC expertise to support relevant ETEC business initiatives
•Document compliance status, validate NERC scope against developed policies and procedures, objectives and determines strategy for tracking operational compliance activities goals including gathering current state and periodic audit readiness and working closely with technology, consulting, planning, and operational functions to ensure goals are met
•Keep up to date on new or upcoming NERC standards
•Perform other duties as assigned
Qualifications and Education Requirements:
•Bachelor’s degree required
•Master’s degree preferred
•Minimum of 4 years of experience in governance, compliance, or auditing activities required
•Project management experience required
•Project Management Professional (PMP) Certification preferred
Knowledge, Skills and Abilities
•Knowledge of NERC Compliance, O&P or CIP
•Knowledge of electric utilities and transmission systems
•High level of judgment, analytic ability, and creativity to solve unique problems and challenges
•Willingness to seek additional training in utility systems and/or project management
•Proven ability to lead and manage projects in a timely and effective manner
•Demonstrates strong decision-making capabilities, with the ability to take ownership and accountability for choices
•Ability to communicate effectively with supervisor, member cooperatives and the general public
