Reports to the SCADA Operations Supervisor. The Communication Coordinator I (hereinafter referred to as Coordinator) is the entry-level position for the Supervisory Control and Data Acquisition (SCADA) division within the Water Production department.
Uses the SCADA system to monitor the operation of the sewage lift station system. Documents and responds to lift station alarms and malfunctions to dispatches proper maintenance personnel providing as much pertinent information as possible.
Operates SCADA system to monitor the operation of the lift station system, analyzes all data received to detect any anomaly, notifies and directs maintenance personnel providing preliminary diagnoses based upon the information provided by the SCADA system or customer complaints.
Interprets criticality of emergency situations, makes decisions with limited supervision and communicates directly with first responders, supervisors and emergency personnel, evaluates and makes decisions to determine further action, prioritizes problems according to severity.
ESSENTIAL JOB FUNCTIONS:
24 Hours a Day 365 Days A Year Duties
ECUA's SCADA system is operated 24 hours a day, 365 days a year. The Coordinator is responsible for the communication of water line breaks, force main breaks and lift station alarms and utilizes several communication means (two-way radios, telephones, fax, emails and other communications equipment) to receive and respond to communication with ECUA field personnel.
Coordinator reviews information received and takes appropriate actions. Receives request for and initiates all utility spot orders. Prepares all Sanitary Sewer Overflow (SSO) reports based on information received from field crews, routes reports for review and sends report to responsible ECUA staff members and regulatory agencies.
Uses computer programs and software (Microsoft Word & Excel and Adobe) to track, analyze, and report data.
Additional Duties Performed After Hours, on Weekends and Holidays
After hours, on weekends and holidays is the primary contact responsible for receiving and responding to calls from customers, ECUA staff and others. Solicits information from caller concerning the reason for the call and takes appropriate actions such as providing information, issuing work orders, dispatching personnel, initiating reports and logs, etc.
Prepares Sanitary Sewer Overflow (SSO) reports based on information received from field crews. Submits reports to numerous State and local agencies, and ECUA directors and supervisors. Maintains report files.
Initial contact for telephone calls or emails after hours or in emergencies. Questions calling party and solicits information concerning the specifics of the problem.
Knows, understands and adheres to department SOP's.
Keeps up to date with Safety Requirements and Rules including, but not limited to OSHA, department Standard Operating Procedures (SOP), the ECUA Employees Manual and other applicable documentation.
Submits and receives standard and emergency utility locate requests 24 hours a day.
Contacts appropriate field personnel and appraises them of all situations.
Using a Geographic Information System (GIS), reads and interprets maps in order to provide needed information to field crews.
Maintains logs, records, and files.
Prepares and distributes work orders using multiple work order systems.
High school diploma or equivalent. (Educational documentation will be requested upon offer of employment.)
Two (2) years of progressively responsible experience in utility maintenance work or support. Customer service experience involving frequent public contact is preferred.
Basic level of computer/software skills (i.e., Microsoft Word and Excel). Computer skills of successful candidates will be tested.
The Communications Coordinator is required to work rotating shift work in a combination of 8 and 12 hour rotating shifts, including holidays.
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Possession of a valid driver license.
Successful completion of the online University of Florida (Treeo Center) Wastewater Collection Systems Course; or The California Sacramento State Operation and Maintenance of Wastewater Collection Systems, Volume I & II course with Certificate of Completion.
