Job Description
Primary Purpose
Acting as part of a shared service team supporting Sempra Infrastructure (SI), the Commercial Operations Program Manager is responsible for the administration of LNG Sales and Purchasing Agreements (SPAs) for both import and export, in addition to support the development and administration of LNG Annual Delivery Plans (ADP), Day-to-Day Commercial Management of LNG Facilities, Management of Customer Relationships, development and administration of Marine Service Contracts, performance and management of ship vetting, communication with LNG Shippers and Commercial Management of ships calling on the facilities, and determination of Feed Gas requirements for Liquefaction projects on an annual, daily, and intra-day basis.
Duties And Responsibilities•Manage, develop and analyze ADPs including a practical understanding of plant and ship operations.
•Provide expertise to operating LNG facilities and development projects to resolve issues and develop plans.
•Develop ADPs based on SPAs and plant operational requirements and constraints.
•Provide input into LNG Plant operations procedures and schedules to enable conformance to the requirements as part of normal operations by evaluating detailed commercial contracts and structures.
•Participate in and lead, as required, the developing and reviewing specific one-off agreements outside of existing SPAs.
•Develop and manage KPI measure and reports for distribution throughout SI.
•Analyze, evaluate, and rule on customer change requests in a fair and equitable manner, considering customer needs, contractual obligations, and impact on Commercial and Operational risks. Provide recommendation on adjustments as necessary.
•Perform LNG Supply Chain Economic Analysis including Shipping and Terminaling Cost in support of LNG Projects.
•Perform other duties as assigned (no more than 5% of duties).
Requirements
Education
•Bachelor’s degree in Engineering Business, Business, or related field required. Master’s degree preferred.
Experience
•5 years of experience in the Energy Industry in Development and Management of Commercial Structures in the LNG and related industries and a history of close working relationships with physical operations required.
Knowledge, Skills And Abilities
•Understanding of LNG Commercial Contracts, Structures and Delivery Programs, including country import/export requirements, and specifically US DOE requirements and their impact on commercial terms and physical operations.
•Ability to develop and implement Systems and Procedures for a Commercial Operations Program. Be familiar with software applications for scheduling, notifications, agency filings, etc.
•Understanding of Pipeline Gas Supply Contracts.
•Understanding pipeline commercial and operational requirements and limitations and their effect on LNG plant operations and production schedules.
•Understand the basic characteristics of LNG and natural gas interchangeability and pipeline specifications and apply that knowledge to plant activities.
•Ability to work with Cross-Functional teams to achieve holistic results.
•Ability to analyze pipeline load profiles and evaluate their impacts on production.
•Understand pipeline tariffs and their practical implications for operating LNG facilities, including statuary requirements for shipping LNG, port requirements and shipping logistics.
•Excellent communication and negotiation skills.
•Ability to work on and manage multiple projects.

•Must be willing and able to travel domestically and abroad.
