Civil Engineer - Water
This full-time position reports to the Engineering Manager - Water and is located at the Ed Fischer Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662.
WHAT YOU WOULD DO:
•Manage specialized consultants and internal design staff in the preparation of plans and specifications for water utility design and construction projects
•Lead the review of private development projects ensuring compliance with utility standards
•Manage multiple projects related to the production, distribution, treatment and storage of potable water
•Coordinate major road construction projects with the County, State and other local jurisdictions
•Obtain necessary permits for capital and development projects
•Provide support to water operations staff in the day-to-day operations of the water utility
•Assist in the acquisition of properties for future facilities
•Review and prepare plan sets, specifications and bid documents
•Work with the Utility’s construction manager and inspectors to resolve major issues during construction
•Participate in staff meetings
•Report regularly on construction and planning activities
•Manage issues and agreements that may affect the Water Utility
•Attend educational utility conferences
•Take part in on-call duties working after hours and on weekends
QUALIFICATIONS:
•Bachelor of Science Degree in Civil Engineering or related field required
•Professional Engineer in the State of Washington and registered as qualified Civil Engineering with minimum four years’ progressive work experience preferred
•Additional studies in hydraulics, modeling software and construction management preferred
•Experience in design of distribution and transmission mains and subdivisions preferred
•Knowledge of potable water transmission/distribution systems, storage, pumping, and control systems
•Demonstrated ability to communicate effectively with internal and external stakeholders
•Excellent organizational skills including ability to work effectively in self-directed environment
•Ability to work collaboratively with key business stakeholders to address common goals
•Demonstrated proficiency in MS Office Suite
•Strong written and oral communication skills with ability to articulate complicated subject matter
BENEFITS:

Employees are enrolled in Washington State PERS and may enroll in deferred compensation plans. Employees will also receive eight hours of vacation leave and sick leave every month and twelve paid holidays throughout the calendar year.
SALARY:
Salary ranges are market based and established annually. With full competency in the role and satisfactory performance, the target salary is midpoint within the established range.
2025 Civil Engineer-Water: Minimum: $104,620 Midpoint: $125,874 Maximum: $147,129
