POSITION SUMMARY:
The Branch Operations Manager is responsible for overseeing the daily operations of traffic control services in our Bakersfield location, ensuring smooth field operations, exceptional customer service, and maintaining high-quality safety service at worksites. This position requires scheduling, on-site field supervision, site inspections, performance metrics analysis, training coordination, recruitment, account oversight, and team management. The ideal candidate will demonstrate strong leadership, operational excellence, and a proactive approach to recruitment, coaching, and resource allocation. This position reports into the Southern California Regional Operations Manager.
POSITION DUTIES:
•Scheduling and Dispatching: Manage customer orders, allocate resources efficiently, and dispatch crews and equipment as needed, ensuring timely responses for emergency traffic control situations. If Dispatched out of a centralized center, work with the Dispatchers to ensure efficient scheduling.
•Field Supervision & Site Inspections: Provide on-site supervision to ensure the effective and safe execution of traffic control plans. Conduct periodic site inspections to ensure compliance with safety standards, job specifications, and quality expectations.
•Performance Analytics: Monitor, analyze, and report on team and operational performance metrics. Identify areas for improvement and implement strategies to enhance productivity and efficiency across all projects.
•Resource Requirements: Collaborate with the Logistics team to ensure that all equipment and resources are available and meet job site requirements, including forecasting based on traffic control requirements, and Rental needs.
•Recruitment & Staffing: Partner with HR and Operations Management to recruit, onboard, and retain talent based on jobsite forecasts and company staffing requirements. Conduct interviews and assist in employee selection as needed.
•Coaching and Employee Development: Work closely with HR and Operations Management to provide ongoing employee coaching and development. Address performance issues, provide corrective action when necessary, and create opportunities for growth within the team.
•Compliance & Safety: Enforce City Rise policies and procedures, ensuring all team members adhere to safety regulations and industry best practices on job sites.
•Timesheet Management: Ensure that employee timesheets are accurately completed and submitted to payroll in a timely manner.
•Customer Relations: Foster strong relationships with clients, providing excellent customer service and addressing any issues or concerns promptly to ensure satisfaction.
•Safety &Training: Assist with training efforts for new hires and current employees to ensure proper knowledge of traffic control standards, safety protocols, equipment use, and company policies. Ensure all employees are regularly trained on updated regulations and industry standards.
•Team Support & Leadership: Guide, mentor, and motivate team members to achieve optimal performance and maintain a positive, productive work environment. Provide regular feedback, encourage teamwork, and resolve conflicts when necessary.
•Fleet & Facilities Support: Collaborate with the Logistics team to ensure optimal maintenance, safety, and operational readiness of all facilities and fleet assets.
•Additional Duties: Perform other duties as assigned to ensure successful and efficient company operations.
QUALIFICATIONS:
•Education: High School Diploma required, Bachelor’s degree in Business Management or related field preferred.
•2+ years of experience in the traffic control industry preferred.
•4+ years of Manager level experience in the Traffic Control industry or related field with multiple direct reports.
•3+ years scheduling & logistics experience, strategic scheduling experience a must.
•Proven experience managing Profit & Loss (P&L) statements, including budgeting, forecasting, financial reporting, and driving profitability. Demonstrated ability to analyze financial data, control costs, and make strategic decisions that impact the bottom line.
•ATSSA Certified Flagger, TCT, TCS certifications required, FIT certification preferred.
•Valid CDL with a clean driving record required.
•In-depth knowledge of state and federal regulations, including Occupational Health and Safety/Cal OSHA, Department of Transportation, and Department of Industrial Relations.
•Training experience preferred but not required.

•Can draft and implement SOPs to improve process efficiency.
•Willingness to travel throughout Northern California as necessary.
•Ability to work in a metric-driven, process-oriented environment.
•Flexible schedule a must, includes nights and weekends as needed.
•Ability to work in a fast-paced, dynamic environment.
•Bilingual (English/Spanish) is a plus but not required.
