In September 2008, under the Department of Defense’s Utility Privatization Program, American Water was awarded ownership and a 50-year contract for the operations and maintenance of the water and wastewater distribution and collection systems and treatment facilities at Fort Johnson in Leesville, Louisiana. Our responsibilities include system capital investment, regulatory and environmental compliance, planning, asset recapitalization, and long term operations and maintenance. The potable water distribution system consists of ground water supply, treatment, storage, and piping. There are twelve active wells supplying water through a network of 100 miles of pipe and being stored in 14 elevated and ground tanks with a combined capacity of 7 million gallons. The wastewater collection system includes two wastewater treatment plants with a capacity of 1.4 and 3.8 million gallons per day (MGD) both serviced by 82 miles of pipe. The water and wastewater systems at Fort Johnson serve a population of just under 20,000.


Primary Role

Responsible for all activities involving the operations and maintenance of the wastewater treatment system and sewer collection system. Limited supervisory responsibilities for wastewater plant operators, technicians, and laborers, and works under the general direction of the Operations Supervisor.


Key Accountabilities

Prepares, Reviews, evaluates, revises, establishes, and implements policies and procedures used in the collection and treatment of wastewaters that result in Safe, Compliant, Reliable, and Profitable operations.
Directs day-to-day activities and schedules of assigned staff and participates in review and evaluation of staff performance related to wastewater systems and treatment.
Follows company discipline policy when needed.
Follows and implements Company’s Environmental, Health, and Safety Policies.
Implement and foster the coaching and development of employees, including idea generation, within respective functional areas.
Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations and all customers.
Performs work on wastewater treatment plants and sewer collection system.
Maintains work records and preventative maintenance records and prepares various reports as assigned.
Participates in the preparation of compliance reporting and assists in project development for WWTP plant improvements.
Performs other related functions assigned or as they become apparent.


Knowledge/Skills

Ability to plan, coordinate and supervise the work of employees.
Extensive knowledge of MS Office products, MS Word and Excel, and be able to learn the use of new software with training assistance.
Ability to plan and present safety training to employees.
Employee may be required to work shift work and maintain on-call assignments, there will be some weekend, holiday and overtime work as needed.
Extensive knowledge of the objectives, equipment, and operations wastewater collection systems.
Extensive knowledge of methods and materials of wastewater system construction and maintenance.
Thorough knowledge of the layout, location and equipment characteristics of wastewater systems.
Knowledge of state and federal environmental regulations for areas of responsibility.


Experience/Education

Must possess a high school diploma or GED.
An equivalent combination of education and experience may be substituted for experience.
At least five (5) years’ experience in a supervisory role in operations, maintenance and administration of wastewater systems and treatment.


Certifications/Licenses

Possession of appropriate licenses as required by facility/permit.
Possess a Class B, or higher, Wastewater License issued by ODEQ or the ability to obtain within 1 year.
Possess a Class B, or higher, Wastewater Laboratory License issued by ODEQ or the ability to obtain within 1 year.
Must possess a valid state driver’s license.


Work Environment

May be required to work indoor or outdoor work during seasonal heat and cold or other adverse weather conditions.
May be required to work where they may be exposed to fumes, dust and odors regularly.
In addition to American Water’s pre-employment screenings, this position requires the ability to pass a Department of Defense background check for access to the military installation.
