Essential Responsibilities
Develops complex Purchase Orders with independent vendors to perform various services and to provide materials at competitive prices within required schedules, in accordance with required procedures, terms, and conditions and provide technical support in support of the Station.
• Coordinates the procurement and negotiations of materials and goods through issue and review of Requisitions on Purchasing Department (RPDs) and Requests for Proposals (RFPs).
• Delivers professional, courteous, and ethical customer service for both internal and external customers. Monitors market trends relative to work responsibilities; engages in cost-saving actions; recommends productivity and efficiency improvements.
• Receives and reviews complex RPD's and support packages for correct and complete content; develops and issues RFPs; receives, reviews, and evaluates complex proposals.
• Negotiates complex terms and conditions.
• Performs more complex procurements and negotiations and develops and issues Purchase Orders. Maintains and monitors department logs and databases as necessary.
• Administers Purchase Orders; prepares administrative supplements; resolves commercial problems; purchase order claims resolution; coordinates and evaluates the processing of change order requests or claims; reviews and approves payment requests.
• Maintains files and transmits purchase order documents as required by procedure; reviews/maintains departmental procedures, revisions, changes, and reports significant issues, problems, and developments to leadership.
• Provides technical support to the Procurement group for in processing of requisitions, maintenance of database logs and pre-printed terms and conditions.
• Provides technical assistance and guidance to team members and support staff as delegated by department leaders or as required to assure both product and quality.

• Bachelor's degree from an accredited university or an associate degree and 3 years’ experience in procurement. (Required)
• Without Degree 5 year's experience in contracts and procurement will be considered.

• 8 Years experience in procurement (Required).

• Coordinates the procurement and negotiations of materials and goods through issue and review of Requisitions on Purchasing Department (RPDs) and Requests for Proposals (RFPs).

• Responds to Condition Reports as assigned.
• Receives and reviews highly complex RPD's and support packages for correct and complete content.
• Develops and issues RFPs; receives, reviews, and evaluates system-critical proposals of the highest complexity.
• Negotiates highly complex terms and conditions. Performs complex procurements and negotiations and develops and issues Purchase Orders. Monitors department logs and databases as necessary.
• Administers Purchase Orders; prepares administrative supplements; resolves commercial problems; purchase order claims resolution; coordinates and evaluates the processing of change order requests or claims; reviews and approves payment requests.

• Ability to lead and facilitate meetings with leaders, peers, and contractors/vendors.
• Ability to quickly develop market knowledge and strategies for the types of services and/or commodities/materials assigned for purchase and to develop appropriate sources.
Other Responsibilities
• Accept ERO position as needed.
• Accept outage position as needed.
• Ability to obtain and maintain unescorted access.
• Successfully complete General Employee Training (GET) as required for position.
Environmental & Physical Requirements
• Environmental and physical requirements are subject to crouching, stooping, bending, twisting and/or lifting up to 30 lbs; ascending/descending stairs; sitting for extended periods of time; and spending considerable time in front of computer monitors.
WORKING CONDITIONS
• Overtime and alternate work schedules as needed.
• Subject to callouts twenty-four hours per day seven days per week.
• Travel may be required.
• May be required to carry phone.
WORK LOCATION
• Due to the nature of the work, this position provides the ability for a hybrid work schedule between Site and an alternate work location. Alternate work locations require adequate technology and that a solid ergonomic setup is present. Note: Work schedules are contingent on business need.
