The Assistant Water Operations Manager at Mustang Special Utility District supports the Water Operations Manager by overseeing various operational activities related to water supply, distribution, and treatment. This role involves planning, directing, and coordinating projects, supervising staff, and ensuring compliance with regulatory standards. The Assistant Water Operations Manager plays a vital role in maintaining the efficiency and reliability of the water system, contributing to the district’s mission of providing high-quality water services to the community.
Essential Functions, Duties, and Responsibilities:

Essential Functions:
•Staff Supervision and Training: Supervise staff, including prioritizing and assigning work, conducting performance evaluations, ensuring training, and maintaining a safe working environment. Make hiring, termination, and disciplinary decisions or recommendations.
•Operational Planning and Coordination: Plan, schedule, and supervise the work of multiple crews. Ensure projects are completed appropriately and timely by inspecting crew activities and providing necessary resources and support.
•Regulatory Compliance and Reporting: Maintain adherence to TCEQ, EPA, TXDOT, and other regulatory standards. Oversee regulatory sampling and ensure compliance with daily, monthly, quarterly, and annual requirements.
•Budget and Resource Management: Assist in budget preparation and tracking—forecast funds needed for staffing, equipment, materials, and infrastructure. Review and approve general purchases.
•Maintenance and Infrastructure Oversight: Monitor SCADA entry points, wells, storage tanks, and pump stations. Oversee vehicle and equipment maintenance, ensure proper logs are maintained, and inspections are performed regularly.
•Emergency Response and On-Call Duties: Respond to after-hours emergencies and lead crews as necessary.
•Project Management: Assist in managing assigned water plants and implementing work programs. Coordinate with other divisions and departments to ensure effective operations and resource allocation.
•Customer and Public Relations: Address public inquiries and complaints professionally. Serve as a liaison with other departments, outside agencies, customers, and contractors.
•Policy and Procedure Development: Participate in developing and implementing policies and procedures. Monitor compliance and recommend changes to improve operational efficiency.
•Data and Inventory Management: Maintain detailed records of time, materials, and equipment used for projects. Manage inventory of supplies, equipment, and chemicals, ensuring proper usage and purchasing.

Position Specifications:
This position is classified as Exempt under the provisions of the Fair Labor Standards Act and is not subject to the organization’s policies and procedures pertaining to overtime hours.
Education:
Required:
•High School Diploma or GED.
•TCEQ “B” Water Operator License
Preferred:
•Bachelor’s Degree in a related field from an accredited college or university.
•TCEQ “A” Water Operator License, Class A CDL.
Experience:
Required:
•Minimum of 4 years in water system operations
Preferred:
•5+ years in water treatment, distribution, and production, with experience managing public water systems.

Conditions Of Employment:
•Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
