Overview
The Subcontracts Specialist is an individual contributor responsible for all commercial subcontract administration work, including assistance with high-volume subcontract packages from issued proposal requests through the execution phase. Responsibilities include evaluating proposals, securing qualified bids and bidders, and maintaining subcontractor records in accordance with established procedures. This position is an experienced Professional role with industry experience in CB&I Storage Solutions markets, products, clients, and customers.
Responsibilities•Under minimal supervision, actively manages and administers subcontracts engaged in construction activities for oil and gas-related projects.
•Provides technical support or functional support to the team to support projects.
•Facilitates communication between multiple departments within the Company and Contractors and manages all Contract documents, including the day-to-day pre-award and post-award administration of subcontracts on various oil and gas or municipality-related projects.
•Pre-award activities include qualifying potential bidders, assembling and issuing an Invitation to Bid, and assisting with commercial and technical bid evaluations through contract awards.
•Post-award activities will include finalizing and awarding contracts and daily administration during execution, including communications, invoicing, status reports, and contract closeout.
•Assisting with subcontracting strategy development for the Subcontracts Manager, ensuring all contracts are incorporated and negotiated to include the project-required flow-down conditions to minimize the Company's risk.
•Responsible for the assigned subcontract packages for budget and cost, including monitoring expenditures on payment approvals and changes, and negotiating any disputes to best position the Company in accordance with the contract's provisions. Cost control is essential.
•Perform daily work completing subcontract documentation in compliance with procedures and including necessary approval documents, traceability, and close-out packages.
•Ensure all subcontract requirements, such as performance guarantees, insurances, and warranties, are properly secured.
•Deliver reports required by Project and Function on time for the Subcontracts Manager.
•Advise Operations on execution plans and issues.

•Work Location: CB&I The Woodlands, TX.
•Reports to Subcontract Manager/Regional Lead
•Supports North and South America Regions
•Experience with municipal and industrial related projects
•Ability to manage exceptions across various scopes of work on multiple projects
•Excels at multitasking, forward-thinking, adapting to change, and recognizing opportunities for policy and procedure improvements to streamline processes
•Maintains contacts and networking within the industry
•Experience in Tank Storage Industry
•Establish and maintain relationships with key leadership
•Ability to travel with internationally
•Experience working with lump sum contracts
•Collaborates with operations and engineering to build scope
Qualifications
•2-5 years (minimum) in Municipality / EPC industry commercial procurement, project management, subcontracts, contracting strategies, and contract management
•Bachelor’s degree in Construction, Project Management, Supply Chain Management, Business administration, or equivalent experience
•Experience in executing subcontract templates, packages, bid evaluation, negotiating terms and conditions, or Subcontract development and management processes
