On Site Estimating Manager Experienced in Capital Projects, Turnarounds and New Construction
UPS Industrial Services, LLC. is based in Deer Park, TX. and provides engineering, design, procurement, construction and support services to new construction, capital projects (both large and medium, chemical, petrochemical, pipeline, oil & gas, throughout the country.
As a Senior Estimating Manager, you will lead and execute estimating activities on assigned projects, ensuring accuracy, efficiency, and alignment with UPS Industrial Services LLC. You will play a key role in cost estimation across multiple disciplines, to support sustainable project execution. This role requires experience, expertise, knowledge and proficiency in various estimating techniques. You will collaborate with engineering, procurement, and project management teams to deliver high-quality estimates that support informed decision-making and long-term business growth.
This position is onsite at our Deer Park office.
Key Responsibilities
•Develop, manage, and execute estimating activities for large and medium-scale projects,
•Collaborate with engineering, procurement, project management, to provide cost insights that support project planning and decision-making.
•Provide strategic leadership and training to the estimating team, fostering a collaborative environment that supports professional growth and knowledge sharing
•Oversee and optimize the preparation of estimates related to engineering, procurement, installation, commissioning, and decommissioning.
•Support business development initiatives by building strong relationships with key clients and growing business through consistent team performance.
•Lead the preparation of professional services and construction management proposals, incorporating financial analysis.
•Maintain an in-depth understanding of estimating systems, processes, and tools, ensuring alignment with industry best practices and advancements.

•Provide guidance on indirect estimating and the reconciliation of scope changes in EPC contracts and adhering to best practices in contractor negotiation.
Qualifications
•A university degree is not required but is a plus. Equivalent qualifications in a related field, with extensive experience in estimating and project management isacceptable.
•Strong leadership experience with the ability to mentor and develop a high-performing estimating team.
•Through understanding of estimating techniques, including hours estimation.
•Proven ability to manage and deliver high-quality cost estimates across multiple disciplines and project phases.
•Proficiency in Estimating Software and Microsoft software.
•Knowledge of EPC contracts, change orders, and contractor negotiations.
•Experience in both Refinery and Pipeline is preferred.
•Ability to prepare professional services and construction management proposals with appropriate financial analysis.
•Strong analytical skills with the ability to make independent decisions in complex project environments.
•Excellent communication and presentation skills, with the ability to engage senior-level stakeholders and influence decision-making.
We are seeking a highly skilled Estimator to prepare accurate, detailed cost estimates for both small and complex multi-discipline projects. This individual will play a key role in developing pricing strategies, identifying project risks, and working with cross-functional teams to support successful bids and project execution.
Core Responsibilities:
•Develop and write proposal documents outlining project scope, pricing, and schedules.
•Ensuring estimating practices follow company guidelines and contribute to process improvement
•Analyze blueprints, specifications, and bid documents to prepare detailed estimates for industrial construction projects.
•Collaborating closely with internal teams, estimating across multiple trades and disciplines,
•Prepare complete and competitive estimates, including labor, materials, equipment costs, and subcontractor quotes.
•Utilize company estimating tools and databases to ensure consistency and accuracy.
•Assist with pricing for change orders on existing contracts and provide ongoing cost updates.
•Support preconstruction planning and client engagement as needed.
Qualifications:
•Effectively collaborating and coordinating with Architects, Owners, Estimators, Project Managers, and administrative support
•Accurate quantity surveys and costs for estimates
•Coordination and collaboration of estimating and bidding teams
•Proficiency in Microsoft Office and industry estimating software.
•High school diploma or equivalent required; college degree preferred.
•Prior supervisory or lead estimator experience strongly preferred.
•Ability to interpret detailed drawings, specifications, and technical documents.
•Strong analytical, organizational, and communication skills.
•Planning and executing successful projects through the bid process
•Effectively soliciting and communicating with subcontractors and suppliers through the complete bid process
•5-10 years of Estimating experience in industrial environments with demonstrated success on complex projects.
•Delegating and/or developing quantity surveys and costs for estimates
•Managing project solicitation effort
•Attending or coordinating pre-bid conferences as needed
