Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.

This position is classified as a Safety-Sensitive Position. In this role, you will participate in our rotating 14x14 shift schedule which requires you to work fourteen 12-hour day shifts (7am – 7pm), followed by fourteen days off. Schedules are based on business needs and subject to change. We offer free parking at our site or if you’d like us to take the wheel, you can use our daily bus service to/from Fort McMurray

Therefore, we are seeking a Facility Cost Controller to join our growing team in Fort McMurray, Alberta. This dynamic role will be instrumental in managing and optimizing operating costs across facility maintenance, operations production, and facility services, while supporting accurate forecasting, budegting, and cost control initiatives. The successful candidate will work closely with cross-functional teams to ensure financial discipline, cost transparency, and continuous improvement in operational efficiency.
- Bachelor’s degree in Finance, Accounting, Engineering, Business, or related field.
- 2–5 years of cost control or financial analysis experience, ideally in oil sands, heavy oil, refinery, or petrochemical operations.
- Experience with SAP, Oracle, or similar ERP systems is strongly preferred.
- Strong understanding of OPEX categories in oil sands operations (chemicals, maintenance, utilities, steam generation, water treatment, wells/pads).
- Proficiency with Excel, Power BI, or other analytics tools.
- Knowledge of project controls principles, cost tracking, accruals, and forecasting.
- Track and manage all OPEX categories including labor, maintenance, chemicals, utilities, transportation, waste management, and third-party services.
- Validate and reconcile monthly actuals in SAP or equivalent ERP system.
- Ensure alignment with approved annual operating budgets and cost targets.
- Develop monthly and quarterly OPEX forecasts with Operations and Maintenance teams.
- Prepare variance analysis (budget vs actual vs forecast) and provide explanations for deviations.
- Consolidate and present OPEX performance dashboards to leadership.
- Identify cost drivers, spending trends, and efficiency opportunities.
- Support continuous improvement initiatives (e.g., PM optimization, chemical optimization, energy reduction, water treatment efficiency).
- Evaluate vendor pricing, service rates, and contract structures for cost effectiveness.
- Work with SCM to review purchase requisitions, service entries, and contract call-offs.
- Validate service PO costs and track accruals.
- Provide cost input for SRDs, MSAs, and contract renewals.
- Ensure cost governance procedures are followed for approvals, commitments, and coding accuracy.
- Support internal and external audits, ensuring documentation accuracy and compliance with corporate standards.
