Springdale Water Utilities is now accepting applications for the position of Utility Restoration & Relief Operator
Persons applying for this position must have a minimum of 2 years hands- on/physical experience related specifically to concrete work and techniques including, but not limited to, the ability to calculate the volume of concrete needed for pours, and perform pours, of various structures including slabs, curbs, sidewalks, driveways, approaches, handicap ramps, slopes, drainage swells, footers, etc. as well as prepping sites, leveling, forming, pouring, smoothing and finishing concrete utilizing hand tools designed for concrete such as bull floats, mags, trowels, brooms, mixers, screeds, vibrators, saws, grove cutters, edgers, rubbing bricks, etc.
Obtain, within three (3) years, a Class II Water Distribution Operator’s License issued by the Arkansas Department of Health. Employees in this position are strongly encouraged to obtain a Class IV Water Distribution Operator’s License.
Will obtain and maintain a State of Arkansas Commercial Drivers License commensurate with work duties and remain insurable by the carrier providing automotive insurance coverage to the Springdale Water and Sewer Commission.
Working under the direction of the Utility Restoration & Relief Supervisor and supervision of the Distribution Manager and the Distribution Director, this individual is a member of a two-man crew working in the water distribution and sanitary sewer collection systems owned, operated, and maintained by Springdale Water Utilities, hereinafter referred to as the Utility. Individuals employed in this position are responsible for making sure health and safety measures are executed. The individual must possess the ability to effectively communicate with the public and be a positive representative of Springdale Water Utilities. This is a safety sensitive position. Pre-employment and random drug testing are required per DOT regulations.
This position is required to be on call (duty assignment) at scheduled weekly intervals and to periodically work outside normal business hours.
Work assignments include, but are not limited to the following:
· Restore back all properties in a timely manner to original or better conditions, after necessary repairs and taps have been performed by distribution and collection crews.
· Restore/replace concrete sidewalks, driveways, streets, curbs, etc.back to original or better conditions after removal for repairs and taps performed by distribution and collection crews.
· Inspect and measure excavations after repairs performed by didtribution and collection crews, in order to calculate the amount of concrete, topsoil, grass seed, sod, mulch decorative rock, etc. needed for restorations.
· Maintain Tools and equipment specifically utilized for concrete restorations.
· Order, pick-up, transport or have delivered above listed materials and concrete to locations in need of restoration.
· Inform owners, managers, or renters of residences, businesses, commercial and State and City properties of tentative schedule for restoring properties affected by distribution and collection repair or tap activities, and respond professionally to any questions or concerns they may have.
· Operate and maintain valve exercising, locating and GIS equipment, and utilize said equipment to locate, inspect, operate, maintain, record locations of, and routinely exercise valves throughout the distribution and collection systems.
· Keep an accurate record and inform the White River Distribution Manager of any deficiencies identified involving valves.
· Prepare reports and records as needed in the identification and maintenance performed on valves.
· Assist in the mapping of distribution and collection valves.
· Investigate and address consumer queries regarding problems within the water distribution or sanitary sewer systems.
· Assist other Utility crews and departments in need of additional personnel in order to complete projects, deadlines or to temporarily relieve excessive workload.
· Assist Plumbers and consumers, when necessary, in identifying blockages, obstructions or deficiencies in private sewer laterals and determine, per policy guidelines, party responsible for repair.
· Identify inflow and infiltration into sewer collection system including private services.
· Inspect, test, flush, repair, paint and install fire hydrants in the water distribution system of the Utility
· Locate, inspect, operate, and maintain distribution valves and valve boxes
· Adjust to proper grade all valve boxes and manhole lids located in streets, highways and other public thoroughfares.
· Assist in the mapping of valves and hydrants
· Prepare reports and records as needed in the identifications and maintenance performed on valves and fire hydrants
· Identify and pinpoint the location of water leaks in the distribution system using leak detection equipment
· Perform other duties required to improve the operation and efficiency of the Utility’s water distribution and sewer collection systems
· Assist with the housekeeping, cleaning and maintenance of workplace facilities
· Clean and maintain all vehicles, equipments and tools assigned to the crew
· Assist other Utility crews and divisions, when called upon, in the maintenance and minor construction of the facilities for which they are responsible
3. KNOWLEDGE, SKILLS & ABILITIES TO MEET JOB REQUIREMENTS
- Develop an understanding in the principles and operation of a sanitary sewer collection system
- Capable of being trained to operate a backhoe/loader, driving a dump truck with trailer, and becoming skilled in the operation and maintenance of modern equipment and tools used in the water distribution and sewer collection systems
- Demonstrate the ability to operate leak detection equipment
- Demonstrate the ability to operate specialized collection system equipment including CCTV cameras, flow monitors and smoke testers.
- Demonstrate the ability to work safely and efficiently
- Demonstrate ability to understand and interpret verbal and written instructions, and write clearly and comprehensible
- Maintain a good attendance record

Work is primarily performed outdoors, in every kind of weather conditions, and in wet, muddy, confined work spaces such as ditches, pits, underground vaults, manholes, and wet wells. Noise intensity ranges from moderate to extreme. Exposure to hazardous materials ranges from moderate to fairly high. Sewer system work includes potential contact with odors and gases such as hydrogen sulfide and methane; in confined spaces where sufficient oxygen levels may be lacking; and working around wastewater. Employees are expected to work around moving objects or vehicles and to observe safety precautions while working in streets, highways and other public thoroughfares. The work requires dexterity of hands and fingers to operate specialized equipment and tools; physical agility to reach overhead, above the shoulders and horizontally; walk over rough, uneven surfaces; stand for extended periods of time; bend at the waist; the ability to hear and speak in order to exchange information; and occasionally lifting of moderately heavy items.
