We are seeking a Transmission Right-of-Way (ROW) Constructability Specialist to support the early-phase planning and access strategy for a multi-year portfolio of brownfield and greenfield transmission projects. This role focuses on identifying real-world construction access challenges and field conditions before projects transition to execution. The ideal candidate will combine desktop analysis with field verification to provide practical, field-informed insights that optimize construction safety, cost, and schedule.
- Perform preliminary desktop reviews of transmission ROWs using GIS, aerial imagery, and engineering drawings to identify access issues and terrain constraints.
- Conduct field walks of ROW corridors as access becomes available to validate planning assumptions and identify additional constructability concerns.
- Evaluate access challenges including washouts, steep grades, gate availability, drainage features, water crossings (D-crossings, T-crossings), railroads, encroachments, pipelines, and parallel utilities.
- Recommend access plans that include pulling pockets, temporary access roads, off-ROW solutions, matting, culvert, and gate additions to facilitate construction.
- Work closely with internal Engineering, Construction, and ROW teams to align early constructability planning with design and landowner commitments.
- Document findings in structured formats, including annotated maps, risk registers, and access recommendation reports.
- Assist in estimating access effort, sequencing constraints, and potential permitting implications tied to access improvements.
- Contribute constructability feedback during early project reviews and pre-construction planning meetings.- 7+ years of experience in transmission line construction, field engineering, or ROW planning.
- Strong understanding of construction methods for greenfield and brownfield transmission projects, including access needs and safety considerations.
- Demonstrated experience identifying access risks and proposing workable field solutions.
- Comfortable working both independently and cross-functionally with engineering, construction, environmental, and ROW teams.
- Proficient in reading plan/profile drawings, access maps, and land records.
- Willingness to travel up to 50% within the utility’s service territory (Texas) for field reviews.
- Prior field construction experience as a line foreman, construction manager, or access planner.
- Familiarity with Texas terrain, weather impacts on access, and coordination with landowners or permitting bodies.
- Knowledge of the ERCOT CCN process
- Working knowledge of ArcGIS, Google Earth Pro, and field data collection tools.
