Summary
Develop processes for gathering outage requests from departments and
coordinate with
system operations and Southwest Power Pool (SPP). Lead special
committees for
transmission operations, identify challenges, and develop solutions with
subject matter
experts. Direct the development of transmission interconnection
agreements, permitting,
fire mitigation plans, and the enforcement of transmission systems,
policies,
procedures, and productivity standards. Support the departments
executive leadership
in establishing transmission operations goals, evaluating trends, and
defining
objectives. Address transmission-related customer complaints and support
public
hearings for transmission projects.
Essential Responsibilities
General Operations Management
Assist with developing, coordinating, and enforcing transmission
operations systems,
policies, procedures, and productivity standards.
Serve as the escalation point for all transmission operations related
issues. Work
closely with Sunflower senior management and executive leadership and
involve other
appropriate parties to resolve the issues or the concerns in a
satisfactory manner.
Ensure clear communication, education, and implementation of Sunflowers
fire
mitigation plan across transmission business units, working
collaboratively with
transmission operations management to ensure effective execution.
Regulatory and Competitive Transmission Development
Lead the development and updating of the Qualified RFP Participant (QRP)
Application
and competitive bid packages for SPP-issued transmission projects in
compliance with
Federal Energy Regulatory Commission (FERC) Order 1000.
Maintain up-to-date knowledge of competitive transmission project
selection process
within SPP.
Problem Solving and Cross-Functional Leadership
Form and lead special committees to address critical transmission
operations
challenges, drive decision-making, and enhance safety and performance.

Coordinate with cross-functional teams to identify, investigate, and
resolve transmission
system problems with defined implementation strategies.
Transmission Development, Agreements, and Contracts
Direct the execution of new interconnection agreements to final
execution and ensure
compliance with the obligations of existing agreements.
Work with legal to regularly review and update interconnection
agreements and validate
project scope, schedule, and cost estimates for interconnection projects
while holding
stakeholders accountable.
Develop and manage ITC Operations and Maintenance programs while also
building
and maintaining strong partner relationships.
Oversee contract-related activities, including negotiations and
administration, while
coordinating with legal, finance, engineering, and operations to align
contract terms with
business goals.
Serve as liaison between transmission staff and legal counsel for timely
agreement
development and review.
Right of Way
Oversee permitting requirements for new transmission projects managing
timelines and
ensuring regulatory compliance.
Maintain documentation of all permitting activities and produce detailed
reports for
internal and external stakeholders.
Develop and enforce internal permitting processes and procedures to
ensure timely
approvals and consis tency.
Coordinate and lead engagement with external stakeholders, including
customers and
right-of-way (ROW) owners, to ensure alignment with expectations and
compliance with
requirements. Collaborate with landowners to resolve ROW issues, damage
claims, and
settlements.
Assist with resolution of customer complaints with capital project
construction.
Research, gather, and summarize information to support department
functions. Draft
and review documents related to transactions, regulatory filings, and
correspondence
prepared by or on behalf of Sunflower or its representatives.
Coordinate with legal counsel to address issues or concerns and ensure
compliance
with legal and regulatory requirements in transmission-related
activities.
Prepare and present information at open houses along proposed routes to
inform,
answer questions, and gather feedback. Participate in public hearings on
the siting
