SUMMARY OF RESPONSIBILITIES : This class is responsible for assisting the T/D Systems Operator with the safe and reliable operation of the electric distribution and sub-transmission system. Works with the TD Systems Operator to Maintain the reliability of the PWC T/D system and practices to ensure electric demand is met in an economical and safe manner. Assists with the coordination and issuance of line clearance requests, hot-line orders and equipment changes. Operates the Distribution and Sub-Transmission Systems as safely and reliability as possible. Assists the T/D Systems Operator in the operation of the Outage Management System (OMS) and works with field personnel to safely restore customer load and to safely isolate equipment for maintenance. Monitors switches, clearances, and restoration for distribution and sub-transmission systems circuits and equipment. Inspects and adjusts voltage levels in emergency and projected coincident peak situations. Coordinates with regional utilities. Analyzes system conditions and corrects problems. Assists with the Coordination and execution of routine and emergency switching procedures and power restoration plans. Assists with the preparation of reports, operations logs, and records as required. Performs communications and clerical work in support of the electric, water resources, and utility field services operation. Additional, responsibilities include, but are not limited to, maintaining records of daily system configuration changes, outage information, and field created workorders, responding to requests/calls involving after hour trouble calls, water resources facility locations, water resources system problems, and inspection of contractor services. Operates under direct supervision of the T/D Systems Operations Supervisor, in accordance with established policies and procedures. Extended hours, frequent on call, emergency standby, and call-back availability are required. Performs related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Basis knowledge of safety rules, regulations, and procedures; good knowledge of equipment/technology; good knowledge of reliable electric utility system operation, basic knowledge of Outage Management System (OMS) and Supervisory Control and Data Acquisition System (SCADA) operation; basic knowledge of the requirements of T/D control system operation ; good knowledge of the functions/practices/procedures of a utilities operations/switching procedures; basic knowledge of the geographical locations within the system; skill in the use/operation of two-radio, multiple telephone line systems, SCADA Systems; OMS, and Advanced Metering Infrastructure (AMI) Systems; ability to receive/transmit radio communications accurately; ability to assess situations, use sound judgement, elicit sufficient/ essential information for dispatching, performing remote system switching operations, and assisting field personnel; ability to communicate effectively both orally and in writing; ability to develop and maintain effective working relationships with the public and all level of employers.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and a minimum of three (3) years of experience in electric transmission and/or electric distribution. utility work.
SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
