Job Summary
The Emergency Management Superintendent role will administer, plan, schedule, train, participate, conduct and manage emergency response programs throughout the company. This includes drills in coordination with industry partners, local response groups and facility personnel.
Additionally, this position will be responsible for coordinating the emergency response compliance efforts within guidelines set forth by industry and regulatory standards.
This includes all emergency situations involving safety, health services, environmental, security, pipeline transportation, process safety, and responsible care functions in an effort to minimize occupational and environmental accidents, injuries and hazards.
Location/Travel Information
This position is based at the Quintana LQF Terminal with frequent travel to off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.
Duties/Responsibilities
•Manage and maintain all records involving emergency response activities, the Emergency Response Team (ERT), the Incident Response Team (IRT), as well as all records for live drills, tabletop drills, and lessons learned
•Define/develop required emergency response trainings for each ERT member and Operations participants (i.e. what training is required for shift members, Operations Superintendent, Operations Manager, Plant Manager, etc.)
•Schedule, coordinate, and conduct emergency response training sessions as necessary.
•Coordinate, schedule, and facilitate training sessions with internal and external instructors
•Liaise and communicate with CAER (Community Awareness and Community Emergency Response)
•Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
•Facilitate annual revisions to FLNG’s Emergency Response and Severe Weather Plans
•Coordinate with training coordinators to ensure appropriate trainings are documented accordingly.
•Lead internal audits and compliance effectiveness regarding emergency response trainings.
•Participate in, and/or facilitate investigations into emergency incidents, near misses, and unplanned events to determine the cause and effect; and recommend prevention strategies where appropriate
•Prepare plans that outline operating procedures to be used in response to disasters or emergencies, such as hurricanes, industrial incidents, and terrorist attacks, and the recovery from these events.
•Propose process improvements of emergency response procedures to upper management based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
•Maintain and update all resource materials associated with emergency response and preparedness plans.
•Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination.

Essential Functions
•Demonstrate knowledge by keeping informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations and represent and serve as the Emergency Response representative to various regulatory and community agencies
•Design and administer emergency preparedness training courses for facilities that teach employees how to effectively respond to facility emergencies.
•Inspect facilities and equipment, such as emergency operations center and communications equipment, to determine their operational and functional capabilities in emergency situations.
•Consult annually with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of an LNG emergency.
•Develop and perform drills and evaluations of emergency response plans in accordance with local, state and federal regulations.
•Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists. Provide feedback to the organization.
•Collaborate with other officials to prepare and analyze damage assessments following disasters or emergencies.
•Develop instructional materials for the public and make presentations to citizens' groups to provide information on emergency plans and their implementation process.
•Train local emergency response groups in the preparation of LNG emergencies
•Review emergency plans of individual organizations and provide feedback as needed, such as medical responders and medical facilities, to ensure their adequacy and preparation for LNG emergency.
•Benchmark emergency plans used elsewhere to gather information for plan development.
•Maintain inventory of facilities emergency response equipment and ensure working order.
•Assist in the development and management of an emergency response budget.
•Perform other duties as assigned and deemed necessary by management.
Minimum Qualification/Work Experience
Minimum Education Required:
Associates Degree or higher with a preference in Emergency Management, Health, Safety and Environmental, Occupational Safety, or a related field.
Experience Required:
Five (5) plus years of experience in emergency management, disaster response, public safety or a related field, in an industrial environment or five (5) plus years of experience in operating/maintaining an LNG, NGL or chemical plant to include three (3) plus years of experience in emergency response or disaster planning.
Preferred Education:
Bachelor’s Degree or higher with preference for degree in HSE, Occupational Safety, or
Emergency Management.
Preferred Experience:
Seven (7) plus years of experience in emergency management, disaster response, public safety or a related field in an industrial environment or five
(5) plus, years of experience in operating/maintaining an LNG, NGL or chemical plant; and five (5) plus years of experience in emergency response or disaster planning.
Required Knowledge/Skills/Abilities
•Ability to become familiar with LNG specific regulations in short order
•Proficient use of computers, including Word, Excel, PowerPoint, SAP and Outlook
•Demonstrated working knowledge of safety and environmental regulations
•Process Safety knowledge base and experience
•Strong interpersonal, written and verbal communication skills
•Demonstrated ability to deliver results within a team environment
•Must be able to interface with and influence the Terminal Management Team and all personnel
•Ability to develop, document, and coordinate training programs applicable to Emergency Response activities
•Must possess presentation skills/speaking & teaching in a group environment
HSE Roles and Responsibilities
Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.
