The Project Manager, IT is responsible for the successful planning, execution, budgeting and delivery of technology projects that support Utilities Kingston’s strategic and operational goals. Reporting to the Technology Project Delivery Manager, this role ensures that projects are delivered on time, within scope and budget, and in alignment with established service delivery standards.
The incumbent will coordinate cross-functional teams, manage project risks, and maintain strong communication with stakeholders to ensure project success and business value realization.
Major Responsibilities:
1. Lead the end-to-end delivery of assigned IT projects, including defining scope, developing project plans, managing resources, and tracking progress throughout project lifecycle from initiation and planning to project close.
2. Serve as the primary point of contact for project stakeholders, ensuring clear communication of goals, timelines, risks, and deliverables.
3. Apply project management best practices and frameworks (e.g., Agile, Waterfall, ITIL) to ensure consistent and efficient project delivery.
4. Identify, assess, and mitigate project risks and issues, escalating when necessary to ensure timely resolution.
5. Ensures effective budget tracking and resource allocation.
6. Ensure that the health and safety of employees, third parties and the community is paramount in all activities.
7. Collaborate with internal teams (IT, IS, SCADA) and external vendors (City of Kingston) to ensure alignment and accountability throughout the project lifecycle.
8. Maintain accurate project documentation and provide regular status updates to the Technology Project Delivery Manager and other stakeholders.
9. Contribute to the refinement of project delivery processes and tools, supporting a culture of continuous improvement and service excellence.
10. Recommend staffing, tools/equipment and vendor selections and manage the procurement process.

Knowledge:
1. Advanced IT infrastructure and enterprise systems
2. Advanced project management methodologies (Agile, Waterfall, hybrid)
3. Intermediate ITIL service management principles
4. Advanced cybersecurity and data privacy considerations
5. Intermediate vendor and contract management
Experience:
1. Bachelor’s degree in Information Technology, Computer Science, or related field
2. PMP, CAPM, or Agile certification preferred
3. Minimum 4+ years of experience managing IT projects in a corporate or public sector environment
4. Proven ability to successfully plan, budget, schedule and successfully execute IT related projects
5. Experience working in a utility or infrastructure-focused organization is an asset
