Under supervision, inspects, and perform quality assurance testing for the construction and repair of water and sewer facilities. Requires the documentation of such activities, as well as ancillary support in the design, construction, and operational analysis of such facilities.
- Inspects the repair, and construction, and performs required quality assurance testing of District water and sewer facilities, ensuring strict compliance with plans and specifications, industry standards, and governmental regulations. Strives for the use of superior workmanship in all construction and repair projects.
- Assists in the design and layout of District facilities, including review of plans and specifications.
- Enforces Cal-OSHA safety program for all major construction or repair projects to ensure the safety of workers and the public.
- Represents the District on construction projects, and may direct contractor and District staff to effect repairs.
- Draws basic plans, layouts technical details for the construction, repair and documentation of District facilities using AutoCAD or other computer aided drafting software. Prepares or assists in the preparation of as-built drawings.
- Use and assists with the maintenance of an ERSI- based GIS. Draws or assists in the drawing of system maps to support planning, design and operation of District facilities using ArcGIS, or other geographical information system software.
- Conducts or assists in studies for operational improvements and design of District facilities, using various software tools and equipment.
- Maintains accurate and complete materials testing and inspection records of all repair and construction projects in accordance with industry inspection standards to assist or prepare quality as-built drawings.
- Reports construction, quality control testing labor compliance and environmental health and safety problems and deficiencies to Engineering management.
- Assists Project Manager with the collection, organization, review and tracking of project information, including but not limited to schedules, submittals, progress payments, contractor issues, customer issues and resolution status, labor and equipment rates, certified payrolls, and extra work tickets.
- Uses GPS field tools and other equipment to collect field data. Assists in field investigations and obtains data for use by engineering staff.
- Performs field density tests using nuclear gauge testing equipment.
- Obtains and prepares field samples for testing of soil, asphalt, concrete, grout, and mortar.
- Adheres to and enforces stated safety policies and procedures.
In Addition To Performing All Of The Functions Of The Engineering Inspector I Position, The Engineering Inspector II Performs The Following
- Will register as Alternate Radiation Safety Officer with California Department of Health, as required by the needs of the department.
- May be required to act as the District's sole representative on construction sites.
In Addition To Performing All Of The Functions Of The Engineering Inspector II Position, The Engineering Inspector III Performs The Following
- Will register as either Radiation Safety Officer or Alternate Radiation Safety Officer with the California Department of Health, as required by the needs of the department.
- Performs Special Inspection of reinforced concrete structures, as needed to support the construction of District facilities.
- High School diploma or equivalent is required.
- Engineering Inspector I requires one year of experience in the operation, repair, construction and maintenance of water and wastewater systems.
- Engineering Inspector II requires five (5) years of experience in the operation, repair, construction and maintenance of water and wastewater systems
- Engineering Inspector III requires ten (10) years' experience in the above, and experience as a District Engineering Inspector I or II will be counted toward the ten (10) years' experience requirement.
- Other work experience in Construction Management, Engineering, Environmental Science or other relevant related field, or an Associate's degree or higher in these fields. may satisfy up to two (2) years of the required years of experience.
- Requires a valid, current drivers’ license, acceptable by the State of California, with a driving record which enables insurability.
- Engineering Inspector I and II require Certificate of Safe Use and Handling of Nuclear Devices in accordance with the requirements of Department of Transportation Requirements 49 CFR172.7, Subpart H, within eight (8) months of hire date. Engineering Inspector III requires this certification.
- Engineering Inspector III requires International Code Council Reinforced Concrete Special Inspector Certification within thirty-six (36) months of hire date.
- Engineering Tech II and III requires Radiation Safety Officer Certification from CPN International, Inc., or equal, acceptable organization, within twelve (12) months’ of hire date.
- Engineering Inspector III requires APWA Public Infrastructure Inspector Certification (CPII). CPII Certification is desired for Engineering Inspector II.
- Engineering Inspector II requires Concrete Testing Certification from the American Concrete Institute (ACI) within twenty-four (24) months of hire date. Engineering Inspector III requires this certification.
- Engineering Inspector II requires Certification from the Department of Health Services, State of California, as a Grade D-1 Water Distribution Operator or ability to obtain same within twenty-four (24) months of hire date. Engineering Inspector III requires this certification.
- Must have current, valid CPR and First Aid certificates, or ability to obtain within two (2) years of hire date.
- Requires Competent Person training for trenching and shoring, as required by Cal-OSHA within eight (8) months of hire date.
- Engineering Inspector II and III require the ability to remain familiar with the Confined Space Program and the duties of Confined Space Supervisor, Entrant, and Attendant, as provided during annual training.
- Requires ability to read and understand contract drawings and specifications.
- Requires thorough knowledge of field and laboratory materials testing procedures, processes, and standards for soils, concrete and asphalt.
- Requires knowledge of water and wastewater works, construction, and safety standards in addition to knowledge of the equipment (including heavy equipment operations) and facilities commonly used in the water and wastewater industry.
- Requires ability to document construction activities, prepare contractors’ monthly pay estimates, evaluate force account work for validity and cost evaluation, and participate in negotiations with contractors.
- Requires ability to recognize and ensure corrective action is taken on any unacceptable workmanship and material.
- Requires ability to stay current with pertinent and changing construction operational and safety standards, regulations, and technical advances in the water and wastewater industry.
- Engineering Inspector I and II require the ability to learn equipment and facilities commonly used in the water and wastewater industry and understand heavy equipment operations. Engineering Inspector III requires this knowledge.
- Requires the ability to learn and use basic functions of various software and hardware packages, as needed to meet the demands of the Engineering department for operational analysis and design, including but not limited to: drawing, mapping, spreadsheet, database, preventive maintenance, and geographical positioning systems.
- Requires the ability to understand and follow written or verbal directions as well as issue precise written and verbal directions.
- Requires the ability to work overtime, nights, and weekends.
- Requires the ability to exercise individual judgment and take prompt and decisive action when urgent situations arise.
- Requires the ability to maintain cooperative relationships with co-workers and supervisors.
