General Description
The position of IT Operations & Strategy Manager is a full time role with temporary status. This role is time limited and will not exceed 12/31/2026.
The IT Operations & Strategy Manager partners closely with the Chief Information & Technology Officer to ensure operational stability, governance discipline, service quality, and workforce readiness across the Information Technology function.
This role bridges strategy and execution by coordinating daily IT operations, reinforcing standards and governance, supporting cybersecurity and resilience efforts, and enabling consistent, high-quality service delivery. The IT Operations & Strategy Manager works in close collaboration with Director-level peers and supervisors to translate strategic priorities into reliable, measurable, and sustainable outcomes.
Essential Functions
- Coordinate daily IT operations to ensure reliable, secure, and timely delivery of technology services across applications, network, and end-user support functions.
- Monitor system performance, incidents, and service trends to identify issues and escalate risks appropriately.
- Support operational readiness of mission-critical systems to ensure continuity of operations.
- Lead or support IT projects by managing defined scope, timelines, and deliverables.
- Coordinate system changes, upgrades, and maintenance activities to minimize service disruption.
- Design and establish standards for testing, documentation, and communication of system changes.
- Ensure system changes comply with established testing, documentation, and communication standards.
- Provide day-to-day leadership and technical guidance to assigned staff or project teams to support effective delivery of IT services.
- Coordinate vendor activities and monitor service delivery to ensure performance expectations are met.
- Support contract compliance and budget tracking related to IT vendors and services by monitoring service deliverables, tracking expenditures, and identifying variances.
- Support security monitoring, access management, and incident response activities in coordination with IT and security teams.
- Assist with disaster recovery and business continuity planning and testing in coordination with IT and business teams.
- Monitor service metrics, operational dashboards, and performance indicators, support reporting and executive updates.
- Promote continuous service improvement, documentation, and knowledge transfer across IT functions.
- Partner with leadership to improve service quality, customer experience, and organizational readiness.
- All other duties as assigned.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
- Bachelor's degree in Computer Science, Information Technology, or related field.
- Minimum of ten years of relevant experience, to include 5 or more years of progressive IT experience that includes operational or project leadership.
- Must possess and maintain a valid State of Florida Class E Driver's License.
- Experience implementing IT governance and operational frameworks in regulated or complex organizational environments.
- Proficiency in project management methodologies and tools supporting end-to-end delivery.
- Knowledge of IT best practices, security standards, and risk management.
- Understanding of the software development life cycle (SDLC) and Agile methodologies.
- Experience working in regulated or compliance-driven environments.
