Must have Bachelor’s degree in Human Resources and/or administration, business or related field, and a minimum of five years of experience in Human Resources or a combination of training, education and experience. Must be proficient in Microsoft Office to include Word, Excel, and PowerPoint. Must have effective written and verbal communication skills. Develops job posting ads; maintains files of all job postings; coordinates with outside agencies regarding job advertising. Assists CEO, staff, & management with interpretation of employee policies, maintains and updates policies as needed; assists management with disciplinary action, terminations, retirements, and conducts exit interviews. Maintains pertinent records regarding federal, state and local agencies; distributes notices to employees and submit to legal entities as required. Coordinates and assists employees with benefit changes during open enrollment, assists with annual design and benefit rating and renewals with CEO; create resolutions as needed. Completes surveys regarding current benefit packages, including health insurance, retirement plans, paid time off, and other company related benefits. Prepares and maintains date for annual surveys to include, Worker’s Compensation, Vet100, EEOC, etc. Publishes non-discrimination notices annually; maintains data for AAP compliance with federal and state agencies; maintains leave data (FMLA, military, personal, and extended medical leaves). Maintains and updates all federal and state postings, and other legal compliance data as required. Coordinates DOT physicals; FMCSA drug testing for employees; maintains records for drug tests, credit and background checks; maintains required driver history information; coordinates reviews of internal and external audit of DOT files; performs yearly Drug & Alcohol Clearinghouse queries and maintains yearly MVR data. Coordinates quarterly CEC required drug and alcohol testing for all employees. Completes First Report of Injury forms, OSHA 300 & 301 logs; maintains OSHA compliance. Coordinates doctor appointments for work related injuries, and serves as liaison to Worker’s Compensation Insurance carrier. Administers benefit plans for employees, retirees, directors, attorney, and their eligible dependents; serves as liaison to insurance providers. Provides executive support to the CEO, Board, Staff, and Management as needed. Assists and prepares for monthly board meetings; schedules board training for Trustees and keeps data regarding training certification. Makes pay rate, tax withholding, and insurance adjustments in payroll and serves as back-up to Accounting Manager. Assists CEO with Board of Trustee meetings; prepares agenda & support materials, and distributes appropriately. Serves as liaison to Board members; arranges travel and coordinates expenses. Provides administrative assistance to CEO, staff members, and auditors. Coordinates & organizes various CEC social functions. Must be able to establish priorities, work without close supervision and maintain confidentiality.
