voestalpine High Performance Metals LLC , the world’s leading manufacturer of tool, die, mold and specialty steel is seeking a self-starting, experienced FTZ Administrator to manage their Elgin, IL FTZ.
Job Summary: This position reports to the Vice President, Procurement and Logistics and is responsible for the daily operation of the Foreign-Trade Zone (FTZ) in compliance with the Foreign-Trade Zones Board (FTZ Board), U.S. Customs and Border Protection (CBP), the Bureau of Census (Census) and any Partner Government Agencies (PGAs) that may have jurisdiction over imported products handled within the FTZ. This position does the following in accordance with all applicable Federal, State and local laws / regulations and the Company’s policies, procedures and guidelines:
· Manage the product flow and regulatory reporting.
· Work with warehouse personnel to coordinate admission of incoming receipts into the FTZ and the withdrawal of shipments out of the FTZ
· Control inventory to ensure all adjustments to inventory balances are reported in the FTZ system accurately
· Interface with Customs and Border Protection officials as well as any 3rd party providers (3PL) regarding movement of merchandise into or out of the FTZ.
· Experience administering a Foreign-Trade Zone, or experience working for a Customhouse Broker
· Experience dealing directly with US Customs and Border Protection.
· Experience with Import and Export systems and compliance systems
· This person MUST understand the full picture of logistics, inventory control and customs entry filing.
· Activities will include conducting daily, weekly, monthly, quarterly and yearly activities and processes required to administer a compliant and efficient Foreign-Trade Zone:
· Manage the submission of FTZ filings to Customs: CF 3461, daily CF214, CF 7501, CF 7512 for in-bonds and withdrawals for exportation, annual CF216
· Manage the submission of factory direct consumption entries.
· Submission of required reconciliations and other periodic and annual regulatory filings.
· Meet FTZ record keeping requirements, including: Creation and management of admission files, Creation and management of shipping and entry files
· Performing necessary audits to ensure regulatory compliance
· Ensure Importer Security Filings (ISF) are submitted timely.
· File zone admissions (CBPF 214) within 24 hours of receipt into the Inventory Control and Recordkeeping system via Integration Point (IP) system.
· Coordinate, prepare, and send to Customs Broker the information necessary to transmit to CBP the Weekly Estimated Cargo Release (CBPF 3461).
· Monitor cumulative shipments on a weekly basis against Estimated Cargo Release (CBPF 3461) and provide the data necessary to the Customs Broker to file a supplemental Weekly Estimated Cargo Release (CBPF 3461) when needed.
· Generate and validate the Entry Summary (CBPF 7501) with cumulative shipments for the shipping week and submit to the Customs Broker to transmit to CBP.
· Prepare In-Bond Applications (CBPF 7512) as required for in-bound cargo, Exports, and Zone-to-Zone transfers.
· Maintain proper files with all backup documentation for all types of entries and zone admissions.
· Reconcile Vendor Invoices, Customs filings (CBPF 7512, CBPF 214, CBPF 3461/7501), and receiving, shipping, scrap, and adjustments supporting documents, and Census filings on exports.
· Manage IT’s as appropriate to move shipments from the ports
· Reconcile system inventory between warehouse management system and IP on a daily basis.
· Participate in Cycle Counts / Annual Physical Inventory counts as needed.
· Assist in preparation of the FTZ Board Annual Report, CBP required Annual Reconciliation and Certification Letter reporting any discrepancies on an annual basis.
· Assist in preparation of information for the annual compliance review with CBP.
· Assist and participate in continuing education for internal departments related to FTZ and CBP compliance.
· Calculate foreign admissions for Harbor Maintenance Fee. Prepare report quarterly to file CBPF 349s.
· Prepare and file Yearly Blanket CBPF 216 with CBP prior to the beginning of each zone year. File individual CBPF 216s for Destruction and Temporary Removal as necessary.
· Assist in updating and maintaining the FTZ Operations Manual and exhibits.
· Prepare and file (submit) all daily FTZ admissions (e-214) based on the previous day’s receipts.
· Ensure all weekly, monthly, quarterly and annual FTZ forms and reports necessary for FTZ operations are prepared, reviewed for accuracy, and submitted on time.
· Maintain proper record keeping required for management of the FTZ.
· Operate the FTZ inventory control and recordkeeping system.
· Maintain an excellent relationship with and interact with Customs and Border Protection as necessary
· Routinely update and report to direct management concerning activities related to the Foreign-Trade Zone.
· Validate FTZ data against actual documentation as needed to ensure accuracy of integration and information.
· Conduct reviews of transactions and processes and make recommendations on improvements.
· 3+ years FTZ experience and/or Customs Brokerage or Importer- entry writing
· Experience CBP regulations (19 CFR) and the Harmonized Tariff Schedule (HTS)
· Experience with CBP docs pertaining to the import logistics process and associated CBP Forms
· Customs compliance experience in a major corporation or professional services firm preferred.
· Bachelor's Degree and/or a Customs Broker License preferred
· Associates degree in business, logistics, or other related field
· Exposure to customs/logistics and the FTZ environment or related trade compliance role
· Experience with US import requirements within an Foreign Trade Zone with experience submitting entries
· Experience dealing with Customs and Border Protection
· 2+ years of experience administering a foreign-trade zone, or related professional import experience in a real world environment
· Understanding of HTSUS merchandise classification, and import transactions
· Have a working knowledge of logistics activities including import activities
· The individual should be self-motivated and be capable of working as part of a team or alone with little supervision.
· In-Depth experience using Microsoft Word, Excel, and Outlook
· Proficiency with Microsoft word, excel, access and databases/ERP’s
· Strong analytical, problem solving, and organizational skills
· Experience with CBP docs pertaining to the import logistics process and associated CBP Forms
