Job Title: Environmental Manager – Mining Operations (Utah)

Job Summary:
We are seeking an experienced Environmental Manager to lead environmental permitting and compliance efforts for a major mine expansion project in Utah. The successful candidate will be responsible for ensuring the Environmental Impact Statement (EIS) application continues to progress successfully through public commentary and achieves a positive Record of Decision (ROD) from federal and state agencies. This role requires a strategic leader with a deep understanding of mine permitting, environmental regulations, and stakeholder engagement, as well as hands-on experience managing operational compliance at an active surface mine.
Key Responsibilities:
1. EIS Development & Permitting Leadership
•Lead the preparation, submission, and defense of the EIS application for mine expansion, ensuring all technical, regulatory, and public engagement requirements are met.
•Oversee the continued development of the four key EIS chapters (Purpose & Need, Affected Environment, Environmental Consequences, and Alternatives) in collaboration with consultants, scientists, and legal teams.
•Work closely with federal (BLM, EPA), state (DWQ, DOGM), and local agencies to navigate permitting timelines, address regulatory concerns, and secure approvals.
•Manage public commentary processes, including community meetings, tribal consultations, and stakeholder negotiations to build support for the project.
2. Regulatory & Compliance Management
•Ensure compliance with Clean Water Act (CWA), Clean Air Act (CAA), NEPA, SMCRA, and state mining regulations related to air quality, water discharge, waste management, and wildlife protection.
•Direct environmental monitoring programs (water, air, wildlife, cultural resources) and ensure timely submission of quarterly/annual reports to agencies.
•Oversee remediation plans for any environmental impacts and ensure corrective actions are implemented.
•Maintain relationships with BLM, DWQ, DOGM, EPA, tribal governments, and NGOs to facilitate smooth permitting and compliance processes.
3. Operational Environmental Management
•Implement and audit environmental management systems (EMS) at the active mine site, ensuring adherence to permits and mitigation measures.
•Supervise waste management, spill prevention, and pollution control programs, including inspections and corrective actions.
•Coordinate with mine operations teams to ensure real-time compliance with environmental controls and permit conditions.
Required Skills & Experience:
•10+ years in environmental permitting, compliance, or consulting for mining or heavy industrial operations, with a proven track record of successful EIS approvals.
•Experience working with Utah agencies (DWQ, DOGM) and federal regulators (BLM, EPA, USFWS) on permitting.
•Demonstrated ability to lead multi-disciplinary consultancy teams (hydrologists, biologists, archaeologists, air quality specialists) in EIS development.
•Strong technical writing skills—must have authored or managed Plans of Operations, EIS chapters, or major permit applications.
•Experience in stakeholder engagement, including negotiations with tribal governments, NGOs, and local communities.
•Field experience at active mines—knowledge of water sampling, air monitoring, wildlife surveys, and reclamation practices.
•Bachelor’s or Master’s degree in Environmental Science, Engineering, Geology, or related field.
Preferred Qualifications:
•Experience with NEPA, SMCRA, and Utah mining laws.
•Prior success in securing a ROD for a mining or energy project.
•Professional certifications (P.E., PG, PMP, or similar).
