The Emergency Manager is responsible for leading Liberty’s emergency preparedness and response programs. This includes maintaining and activating emergency plans, coordinating with internal teams and external agencies, ensuring regulatory compliance, and supporting PSPS and wildfire response efforts. The role also oversees training, exercises, and post-incident reviews to drive continuous improvement and operational readiness.
- Manage and coordinate all aspects of emergency planning and emergency preparedness programs and activities.
- Collaborate with various internal departments and external agencies to provide emergency management support to company personnel.
- Develop and implement plans, procedures and protocols to maintain institutional awareness regarding emergency preparedness.
- Assist in the development and implementation of plans and strategic and operational procedures and protocols to execute emergency management functions.
- Develop and implement emergency management systems and ensure compliance with state and company regulations.
- Coordinate the logistics of disaster response or crises management activities including evacuations, and implement special needs programs and plans.
- Perform tests and evaluations on currently implemented emergency management plans in accordance to state regulations.
- Review incident action plans and provide input on emergency management goals and objectives. Create incident management reports, including organizational charts and job action sheets.
- Develop and maintain effective liaison with county departments and municipalities to facilitate emergency plan development and response effort coordination.
- Participate, manage and maintain memberships with Mutual Assistance Groups and contractors.
- Identify potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
- Develop and circulate instructional materials to educate and inform personnel about potential security threats and ways to respond to such threats.
- Inspect facilities and equipment used in emergency management operations to ensure that they are working properly.
- Other duties as assigned in the department such as but not limited to operational regulatory compliance, training, quality, and reporting.
- University - Bachelor degree or equivalent
- Working knowledge of Federal and State Electric regulations, emergency management programs and business continuity response standards is preferred
- 5+ years of experience in emergency management- Strong communication and stakeholder management skills
