Under general direction, this position is responsible for providing advanced and professional technical work in the installation, configuration, support, maintenance, and administration of Customer Information System (CIS) and Customer Engagement Portal (CES).
Responsible for supervising of the activities of the CIS Support departmental staff. Responsible for the daily activities and responsibilities of the department in the absence of the manager. Oversees the implementation and/or software upgrades for the Enterprise Solutions Division to include planning, development, optimization and troubleshooting Customer Information System (CIS) and Customer Engagement System (CES), and related software programs and integrations. Coordinates daily activities for the purpose of ensuring daily processes for billing and collections to run accurately, to include but not limited to CIS system template development, maintenance and scheduling, portal and stats development, and administration. Assist systems and programming professionals as needed and recommends new equipment and/or software for the Customer & Support Services Division. Assists management in developing policies, procedures, notices, and work instructions and staff training programs. Identifies recurring and potential problems, develops procedures, establishes controls for prevention, and investigates alternative methods to expedite problem resolution. Coordinates the resolution of software issues between the CIS Support Department, software developers (internal and external), and vendors, and meets with all software end-users to provide guidance mitigation and solutions for system operability. Maintains documentation of work instructions, processes, and procedures. Develops material and coordinates training for end users related to software changes, upgrades, or new implementations of software’s used by the Customer & Support Services Division. Researches, analyzes, and makes recommendations regarding the adoption and use of integrated systems and equipment; reviews and analyzes quotes from vendors; ensures compliance with contracts and written agreements with vendors, private sector businesses and the City of Brownsville. Completes other duties as assigned.
Considerable knowledge of City Ordinances as they relate to BPUB Policies. Knowledge of principle, theories, techniques and methods of information system analysis and design. Extensive knowledge of data processing and data communications concepts and services. Knowledge of concepts and basic operating principles of data communications and information systems hardware and software. Comprehensive knowledge of programming languages. Thorough knowledge of customer relations business areas including customer service, cashiering, billing, collections, meter reading, and/or meter services. Coding, testing, debugging and documentation skills. Bilingual (English/Spanish) communications skills are preferred. Skill in handling multiple tasks and prioritizing. Skill in effectively managing multiple projects. Skill in developing and conducting presentations. Ability to analyze complex problems and to arrive at sound and reasonable conclusions. Strong ability to comprehend complex documentation, schematics, and other correspondence. Ability to take an active role in the planning of the system’s future growth and to adapt to changes in technology. Ability to utilize Microsoft Office software including Excel, Word, PowerPoint, and Outlook. Ability to lead teams and work as part of a team to implement new systems. Fundamental ability to instruct and supervise subordinate professional and technical employees. Ability to establish and maintain effective working relationships with peers, management, agencies, and the general public. Technical ability to translate business process into detailed application design specifications. Ability be able to maintain confidentiality with all information being processed, stored, or accessed.
Bachelor’s Degree with major course work in Computer Science or a related field and five (5) years of relevant work experience. An appropriate combination of education and relevant work experience may substitute for the minimum requirements.
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
