Primary Purpose JOB DESCRIPTION
Tallgrass Integrated Logistics Solutions (ILS) is building a large-scale, multi-billion-dollar industrial power generating facility for a dedicated user. The Facility is a behind-the-meter, private use network (PUN), generating gigawatts (GW) of electricity using multiple power generating technologies, including other major chemical processes. As the Owner, Tallgrass ILS has contracted an Engineering, Procurement, and Construction (EPC) Contractor (Contractor) to execute a majority of the construction for this facility as a lump sum turnkey (LSTK) contract. However, some smaller subcontracts will be directly contracted by the Owner.
The Manager – Health & Safety (Safety Manager) will be responsible for health and safety oversight of the Project. This role will oversee the health and safety program implementation and performance of the prime EPC Contractor executing the overall site construction, as well as other subcontractors throughout the project site. As the owner's representative for health & safety matters on site, the Safety Manager’s role is primarily focused on managing and overseeing the Health & Safety program for Tallgrass ILS and to assure that all contractors working for Tallgrass are compliant with applicable company standards, regulations and project specific requirements.
Responsibilities O versight and Monitoring:
- Owner Field Representative: Primary field representative for health and safety for Tallgrass on a major construction site primarily run by an EPC contractor.
- Monitor EPC Contractor Safety Performance: Vigilantly monitor the EPC contractor's progress against the agreed-upon project Health & Safety execution plan (HASP).
- Site Safety Oversight; Coordinate and conduct regular work area inspections, assessments, surveys and program evaluations to identify potential hazards and for compliance with all applicable safety and health regulations and contract requirements.
- Safety and Regulatory Compliance: Assure that the EPC contractor is adhering to all site safety protocols, HSSE (Health, Safety, Security, and Environment) plans, and local/national safety regulations.
- Coordinate with project team and participate in pre-construction meetings when requested to analyze risk and support project team to effectively identify and plan to mitigate risk.
- Provide support and/or oversight to project inspection and contractors on Safe Work Practices.
- Conduct Pre-Job Safety Briefings and ensure safety control measures are implemented.
- Address EHS matters by making recommendations to EPC based on knowledge of company practices and government regulations. If required, research information needs through corporate personnel, trade or government organizations.
- Foster communication with the workforce to strengthen the importance of EHS objectives, policies and procedures.
- Maintain a comprehensive understanding of company EHS policies and procedures and applicable regulatory agency regulations, standards and guidelines.
- Assist project team and EPC in investigation of all incidents and document properly. Assist in implementation of corrective actions as it relates to the incident.
- Foster a positive open work environment, systems approaches and disciplined execution of all assigned tasks.
- Other daily, weekly, monthly or special project duties as identified, defined, and assigned.
- Associates degree from an accredited institution in Environmental, Health and Safety or a related discipline or 10 years of equivalent experience in safety-related field.
- A minimum of ten (10) years prior experience or similar background.
- Proven experience working in an owner's representative or oversight role, specifically on projects with third-party EPC contractors.
- Knowledge and experience in power plant, oil & gas, LNG, or chemicals industry construction.
- Experience in executing construction in an operating facility environment.
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).
- Ability to write clearly and concisely for different types of audiences and deliver a presentation clearly and persuasively.
- Ability to recognize, research and resolve gaps identified in the company EHS process.
- Must be a problem solver with the ability to find resolutions with multiple stakeholders.
- Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.
- Strong team leadership skills and ability to manage crews across a large project site.
- Excellent verbal and written communication skills.
- Strong interpersonal skills, able to represent the Owner with multiple external partners, clients, public citizens and neighboring landowners, and public authorities, effectively managing stakeholder relationships.
- Ability to prioritize, handle multiple tasks simultaneously and meet established deadlines with minimal supervision.
- Strong Microsoft Office applications including Word, Excel and PowerPoint, Teams, Outlook, and other software applications.
- Strong focus on safety, quality, and ethical conduct (fiduciary responsibility to the owner).

- Required to live near the construction site before or simultaneous to the Contractor mobilizing to the site (relocation may be required).
- Required to carry a cell phone and be available to respond during working and non-working hours.
- Required some out-of-town nights and weekend travel, as needed.
- Occasionally required to travel significant distances by airplane or vehicle.
- Varying working conditions from office settings to working outdoors in inclement weather conditions.
- Site will require minimum personnel protective equipment, including hard hat, safety glasses, steel toed shoes, long sleeves, reflective vests, and flame retardant clothing (FRCs).
- The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed.

Compensation: 146,800-164,200

Compensation
: Compensation ranges are provided in good faith based on what we anticipate when researching wages for this position at the state and national levels. We may ultimately pay more or less than the posted range. This salary range may also be modified in the future.
