The Bedford Regional Water Authority (BRWA) is hiring
one positionthat will be filled at either the
Director of Engineeringor
Engineering Managerlevel depending on the qualifications and experience of the selected candidate.
- Director of Engineering
: Provides strategic leadership of the Engineering Division, oversees capital project planning and implementation, manages staff, develops policies, and serves as a senior advisor to leadership.
- Engineering Manager
: Manages engineering and construction contracts for capital projects, supervises technical staff, provides design and construction oversight, and ensures compliance with standards and regulations.

- Oversees and supervises engineering staff, including hiring, training, assigning work, and performance management.
- Provides leadership and direction for design, construction, and replacement of water and sewer infrastructure.
- Manages contracts and budgets for engineering and construction projects.
- Provides technical guidance and mentorship to staff, including those with Engineer-in-Training (EIT) designations.
- Oversees development and enforcement of technical standards, policies, and specifications.
- Serves as a BRWA representative with regulatory agencies (VDH, DEQ) and in external meetings.
- Prepares and monitors departmental budget.
- Provides strategic planning for capital improvement projects and long-range infrastructure needs.
- Performs other duties as assigned by the Deputy Director.
- Bachelor’s degree in engineering.
- Minimum of 10 years of experience in water/sewer infrastructure design and management.
- At least 5 years of supervisory or leadership experience.
- Professional Engineer (PE) license in Virginia.
- Bachelor’s degree in civil engineering or related field.
- Minimum of 6 years of experience in water/wastewater design, project management, or construction management.
- At least 2 years of supervisory or management experience.
- Professional Engineer (PE) license required upon hire.
- Valid Virginia driver’s license.
- Knowledge of AutoCAD, GIS, and water/wastewater systems.
- Familiarity with Virginia Public Procurement Act.
- Full-time, exempt position.
- Standard schedule: Monday–Friday, 8:00am – 5:00pm with a one (1) hour lunch break.
- Some evening and weekend attendance required.
- Eligible for
one remote work day per week
with supervisor approval.
- Primarily office-based, with occasional outdoor work.
- Light physical activity, including climbing, stooping, kneeling, crouching, reaching, and repetitive motions.
- Must be able to communicate clearly and hear at normal spoken levels.
- Environmental exposure includes occasional outdoor weather conditions; noise level is generally low.
