The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks a Program Specialist III in the Field Operations - Site Remediation Section of the Oil and Gas Division in Austin, TX. The Program Specialist will perform complex program support duties for the Oil and Gas Division’s Site Remediation Section with primary focus on Operator Cleanup Program (OCP) and Voluntary Cleanup Program (VCP) Support.
The applicant must have good analytical and writing skills, and the ability to prepare comprehensive and concise evaluations and reports, individually, or as part of a team. The Program Specialist will work closely with the OCP Team Lead and VCP coordinator under the supervision of the Section Manager.
- Receives, logs in, distributes and files OCP and VCP technical reports and Restrictive Covenants.
- Provide support to the Section’s Open Records Request Coordinator.
- Prepares or contributes to OCP/VCP monthly and annual reports, and updates website data visualization data tables in Power BI.
- Update OCP Site locations on the public GIS map viewer.
- Functions as administrator of the OCP Access database, entering and retrieving data, and generating scheduled and ad-hoc reports.
- Prepare or update sections procedure manuals and training modules, as needed, to fit business needs.
- Performs additional work assignments, to maintain production workflow, and adapt to sudden changes in priority.
- Assist the section in resolving administrative and technical problems.
- Prepare and issue invoices for VCP project oversight.
- Allocate VCP monetary mail.
- Function as backup website liaison for the site remediation section.
- May work with other departments to locate historic records.
- Serves as backup for internal user group meetings.
- May work with the Central Records department to locate VCP/OCP information.
- Must be able to maintain confidential information.
- May be required to stand for long periods of time while making copies and performing filing tasks.
- Must have physical ability to lift boxes up to 20 lbs. effective verbal, written, and telecommunication skills, ability to handle multiple tasks.

- Graduation from an accredited four-year college or university with major course work in a relevant field.
- Twelve 12 months of experience in managing files, including imaging, archiving, and responding to open records requests.
- Working knowledge of Microsoft Office Suite (Word, Excel, Access), and other Windows-based software.
- Experience and education may be substituted on a year for year basis.
- Experience in oil and gas regulatory functions and knowledge of the Railroad Commission's rules, policies, and procedures.
- Experience with invoice processing and review.
- Experience in writing standardized operating procedures.
- Experience in performing work in support of an agency program.
- Good organizational, communication, and writing skills.
- Possess a valid Texas Driver’s License and a good driving record.
- Ability to lift, carry, and move an average of 20 lbs. to perform daily duties.
- Ability to work independently for long periods of time while meeting workload demands.
- Skill in higher-level/college-level mathematics.
- Skill in maintaining high level of accuracy and attention to detail.
- Ability to work under pressure and meet deadlines.
- Ability to multi-task.
- Ability to maintain an initial set work schedule of Monday – Friday, 8am to 5pm.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
