General Description
The Railroad Commission of Texas is seeking a Financial Analyst III to perform highly complex (senior-level) budget and financial analysis work. Major responsibilities include compiling, reviewing, analyzing, and evaluating budget and financial data; preparing reports and responding to inquiries; and recommending appropriate solutions to resolve budget and financial problems. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Duties
- Assists in the development, analysis, and monitoring of department budgets.
- Provides advice and assistance on the preparation and approval of proposed budget amendments.
- Conducts Monthly Financial Reviews of assigned department budgets.
- Analyzes and reviews budget and financial data for accuracy and conformance with state statutes and agency goals.
- Participates in the development of grant proposals and prepares and submits invoices for federal reimbursement of state expenditures.
- Develops and implements internal budget and financial policies and procedures.
- Provides interpretation of technical questions related to financial compliance with applicable state and federal statutes and regulations.
- Performs related work as assigned.
- This position may require some travel.

Qualifications Minimum Qualifications
- Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field.
- Two (2) years of experience in professional financial analysis and budgetary work.
- Experience and education may be substituted for one another on a year-for-year basis.
- Three (3) years of experience in a financial capacity and familiarity with the common standard concepts, practices, and procedures.
- USAS for state accounting systems.
- CAPPS Financials for state accounting systems.
- Knowledge of financial analyses and budgeting procedures of state agencies, including financial coding and document entry.
- Skill in computer operations, in applicable software, and in accounting software.
- Ability to perform and interpret budget and financial analyses.
- Ability to interpret statutes.
- Ability to analyze, evaluate, and summarize budget and financial records for accuracy and conformance to procedures, rules, and regulations.
- Ability to prepare reports and correspondence regarding findings.
- Ability to communicate effectively orally and in writing.
Work Hours:
Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
