The Railroad Commission of Texas seeks to fill a Manager I position. The person chosen for this position will perform routine managerial work (journey-level) for the Research and Public Sales teams in the Information Services department of the ITS division of the RRC.
The Manager I oversees the daily operational activities of research and public sales teams, establishing guidelines and procedures for team operations. They also oversee scheduling and training for the teams, as well as setting priorities, monitoring progress, setting milestones and goals, and recognizing accomplishments.
The Manager I is involved with evaluating and changing team operations when necessary. They lead the department in finding resolutions regarding customer complaints or concerns. The Manager 1 is also responsible for establishing customer service standards, communicating these standards to staff and monitoring customer feedback to ensure standards are met.
The Manager I is involved in applying the RRC Records Retention Schedule, the RRC Records Management Program, and the State of Texas Rules and Regulations towards the lifecycle of records and documents within Information Services, as well as the records and documents within other divisions and departments within the RRC.
The Manager I assists in monitoring and collaborating with various vendors and services used for imaging, hosting, and storage of RRC records.
The research and public sales team provide services to other departments and divisions within the RRC. The Manager I will monitor the operational interchange and facilitate efficient cooperation and coordination.
The Manager I ensures that the teams under their supervision meet the requirements of their assigned tasks, as well as the employee conduct standards and provide intervention if necessary.
The Manager I may also be involved in monitoring and regulating certain budget expenditures for projects they are associated with.
The Manager I works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
- Trains, leads, and/or prioritizes the workload of the Public Sales Team.
- With the research team leader, ensures the training of the research team.
- Establishes priorities in the workload of the research team.
- Ensures the reception, recording, and auditing of large sums of money collected through public sales, for various fees, permits, and other processes.
- Ensures the proper response to customer inquiries and requests by telephone, e-mail, or in person.
- Ensures public assistance is provided in accessing and researching Commission records.
- Interprets rules, regulations, policies, and procedures and implements administrative procedures and processes, evaluates effectiveness, and makes recommendations as necessary.
- Provides input to Manager V in employee performance evaluations.
- Provides technical and administrative support to other team members.
- Assists the manager with the hiring process for Public Sales team personnel and orientation for new employees.
- Performs other administrative duties and special projects as assigned.
Primarily indoors with heating and cooling regulated in a general office environment. The noise level in the work environment is generally low to moderate, with occasional customer conversations in the public area. May work with old documents that contain dust and other materials.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment. - Proficiency in personal computer operations, specifically MS Office Suites, is required.
- Excellent communication skills, both orally and in writing.

- Must have the ability to provide excellent customer service in a public environment and perform job duties under pressure while meeting deadlines.

- Work hours are 8:00 a.m. – 5:00 p.m. Monday through Friday.
- Graduation from an accredited four-year college or university.
- Experience and education may be substituted for one another on a year for year basis.
- Knowledge of professional office and administrative practices and procedures.
- Demonstrated experience interacting with customers in a service-oriented environment.
- Experience receiving and recording large sums of money collected through financial transactions.
- Experience in reconciling financial transactions with various recordkeeping systems.
- Ability to work independently as well as part of a team.
- Experience leading a team in providing services to the public.
- Ability to work 8:00 AM – 5:00 PM in the Austin Office and occasionally beyond those hours and during weekends when testing or other tasks are required.
- General knowledge of Oil and Gas Division functions.
- Detailed familiarity with Railroad Commission forms and filing procedures.
- Familiarity with the RRC Records Retention Schedule.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan.
