Reporting to the General Manager, the Human Resources Manager will oversee all HR operations for a high-compliance tobacco and e-liquid disposable manufacturing facility, supporting both day-to-day operations and long-term organizational strategy.
This role plays a critical part in a greenfield facility start-up, helping establish HR processes from the ground up, ensuring compliance with Texas employment laws, FDA-regulated manufacturing requirements, and internal quality and safety standards.
The HR Manager will lead employee relations, recruitment, payroll coordination, training, performance management, and compliance, partnering with leadership across Production, Regulatory, QA, Engineering, and Facilities teams.
Experience with ADP Workforce Now or similar payroll systems is highly preferred.
- Oversee all HR functions including employee relations, benefits administration, corrective action, investigations, and compliance documentation.
- Establish HR infrastructure for a new greenfield manufacturing facility, including policy development, staffing plans, onboarding workflows, and HR systems.
- Develop cost-effective recruitment strategies tailored to regulated manufacturing roles (QA, Regulatory Affairs, Engineering, Production, Facilities, Lab, etc.).
- Partner with management to ensure alignment with FDA-regulated environments and internal QMS requirements.
- Train managers on interviewing, hiring, progressive discipline, documentation, and retention best practices.
- Support development of safety-aligned training programs for production staff, including GMP, OSHA, and environmental compliance content.
- Lead performance review cycles, workforce planning, and labor forecasting.
- Manage compensation programs including annual wage adjustments, bonus structures, and merit evaluations.
- Provide exceptional support to employees and act as the primary HR representative on site.
- Ensure proper and timely coordination of payroll through ADP (or comparable systems).
- Develop HR metrics dashboards and regularly review turnover, attendance, staffing, and performance indicators with leadership.
- Maintain confidentiality and ensure HR operations align with regulatory guidelines and Texas employment law.
Work in compliance with and support company policies, procedures, work instructions, and programs related to health, safety, environmental protection, and regulatory requirements.
- Provide timely support and resources to address health, safety, or environmental concerns requiring corrective action.
- Support leadership in communicating clear health and safety expectations across the facility.
- Review accident, incident, and investigation reports to ensure corrective actions are completed and documented.
- Conduct periodic audits of work areas to help identify and address potential safety hazards or environmental issues.
- Administer appropriate corrective action for substandard health, safety, or environmental performance in accordance with company policy.
- Communicate any changes or modifications to job duties, processes, or safety procedures to appropriate personnel.
- Participate in the facility’s health and safety committee and support required safety meetings or trainings.
- Assist with onboarding and documentation of required safety and compliance training.
- Lead by example in supporting company health, safety, and environmental policies and promoting a culture of accountability and compliance.
- Bachelor’s Degree in Human Resources, Business, or related field required.
- 5+ years of HR management experience in a manufacturing environment, ideally within tobacco, vaping/ENDS, nutraceutical, pharma, or other high-compliance industries.- Experience supporting FDA-regulated or GMP manufacturing preferred.
- Experience in Texas employment law, hiring practices, and wage/hour compliance strongly preferred.
- ADP Workforce Now or similar payroll/HRIS experience preferred.
- Demonstrated leadership experience with the ability to build HR systems in a start-up or growth-phase operation.
- Strong knowledge of Occupational Health & Safety programs (OSHA, HAZCOM, GMP).
- Experience building and delivering training curriculum for manufacturing teams.
- Strong understanding of Texas HR regulations, I-9 compliance, FLSA, and safety requirements.
- Experience hiring for high-compliance, high-turnover manufacturing roles.
- Exceptional communication, conflict resolution, and leadership skills.
- Ability to operate both strategically and hands-on in a fast-moving start-up environment.

- Promote consistent communication around safety through meetings, signage, training refreshers, and corrective action follow-up.
$75,000 – $100,000 annually, based on experience and qualifications.
This position will include a performance-based incentive program to reward the achievement of key regulatory, compliance, and operational milestones. The specific structure and performance metrics will be finalized as the company transitions into full-scale operations.
