Position Pending Board Approval in September, With a Start Date On or After October 1st!!
Section 1 – Position Summary
Under general supervision oversees the work activities of control room operators, monitors system performance and identifies operational Issues.
Section 2 – Major Responsibilities
1. Actively reviews system conditions via SCADA, particularly focusing on high pressures, out-of-range tanks, and alarms, etc.
2. Identifies control room processes contributing to operational issues and provides immediate corrective feedback.
3. Regularly develops, updates, and enforces Standard Operating Procedures (SOPs).
4. Liaison for Capital Improvement Projects (CIP) – Takes part in design meetings to offer input on operational needs. Ensures new infrastructure is integrated into operational procedures.
5. Develops and trains control room operators when new systems are brought online.
6. Supervises, trains, instructs, schedules, reviews and evaluates the work activities of assigned staff.
7. Establishes performance measures for assigned staff and evaluates employee performance against those standards or measures. Ensures compliance with District policies and recommends necessary discipline.
8. Distributes work assignments; establishes priorities of incoming projects to ensure minimal disruption of services to customers.
9. Completes daily operations reports and logs and enters information into the appropriate database.
10. Compiles data and information needed for various statistics and reports.
11. Performs other duties as assigned.
Section 3 – Knowledge, Skills & Abilities
1. Knowledge of maintenance methods and procedures applicable to water systems.
2. Knowledge of Safety policies, procedures and practices.
3. Must possess the ability to supervise and provide direction to assigned staff.
4. Knowledge of drought contingency rules and regulations.
5. Strong knowledge of applicable TCEQ rules and regulations regarding water quality in distribution systems.
6. Must be able to communicate clearly both verbally and in writing.
7. Ability to establish and maintain effective working relationships.
8. Ability to interact tactfully with the public and District staff.
9. Ability to address and resolve conflict.
10. Ability to complete mathematical calculations.
11. Strong computer skills and proficient in use of Microsoft Office.
12. Regular and consistent attendance for assigned work schedule is essential.
Section 4 – Education and Experience
1. High school diploma or GED.
2. 8 years’ experience in the operation and maintenance of water/wastewater systems, including 3 years of supervisory experience.
3. History of progressive responsibility and training/leadership of others.
4. Requires a valid Texas driver’s license.
5. TCEQ Water Distribution Operator Class B license or higher.
6. Any work related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute.
Section 5 – Environmental Factors, Activity Levels and Equipment
Work is performed in a standard office setting and use standard office equipment, including a computer. Work is also conducted in the field including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various city sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. Fieldwork requires frequent walking, conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, conduct tests, and to operate tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 30 pounds. Exposure to loud noise levels, cold and hot temperatures, road hazards, mechanical electrical hazards, and hazardous physical substances and fumes.
