Human Resource Specialist

Electralloy / G. O. Carlson Inc., a manufacturer and custom melter of specialty steel products, is seeking a highly motivated and energetic Human Resource Specialist at our Oil City, PA facility. The successful candidate is an integral member of our Human Resources Team responsible for recruitment & onboarding, employee relations, benefits & compensation, and compliance.

Recruitment and Onboarding:

- Optimize recruiting strategy

- Partner with leadership and departmental management to support workforce staffing needs and organizational development

- Coordinate full recruitment from job posting to candidate selection

- Conduct interviews and communicate with candidates throughout the hiring process

- Arrange all pre-employment requirements with outside vendors

- Facilitate employee onboarding and orientation programs

Employee Relations:

- Primary point of contact for employee inquiries regarding human resource policies and procedures

- Administer employee relations matters including conflict resolution, investigations, and disciplinary actions

- Support performance management processes and documentation

- Help maintain positive employee relations and workplace culture

- Support training and professional development initiatives including compliance and safety training

- Must be able to conduct meetings effectively

Benefits and Compensation:

- Process employment status changes and maintain personnel files

- Effectively communicate with outside resources, vendors, customers, or third-party administrators

Compliance:

- Ensure compliance with federal, state, and local employment laws and regulations

- Maintain human resource records ensuring accuracy and confidentiality

- Assist with human resource audits and reporting requirements

- Update and distribute human resource policies and procedures

Must have an understanding / knowledge of:

- Safety programs and general OSHA regulations pertaining to manufacturing

- PA Worker’s Compensation Laws

- Labor Unions and collective bargaining agreements

- ISO 9001:2015 and AS9100:2016

- Manufacturing processes and work environments

Required Qualifications:

- Bachelor's degree in Human Resources, Business Administration, or related field

- 5 years of progressive Human Resource experience, preferably within a manufacturing environment

- Strong knowledge of employment laws and human resource best practices

- Excellent written and verbal communication skills, proven leadership, and problem-solving skills

- Proficiency with Microsoft Office Suite

- Experience with payroll systems, ADP Workforce Now systems is preferred

- Strong attention to detail and time management skills

- Ability to analyze and interpret complex data and reports

- Ability to work under pressure and meet strict deadlines at times

- Must be able to handle confidential information with discretion

- Must have a high level of integrity, good work ethic, and can lead with professionalism

- Must be able to foster a positive workplace culture though continuous improvement.

- SHRM-CP or SHRM-SCP certification preferred and will be given priority consideration

- Strong interest in continuing education; willingness to obtain additional certifications as required
