The Outside Fiber Plant (OSP) Engineering Supervisor plays a critical role within the District’s Broadband division,
overseeing the design, deployment, maintenance, and documentation of the outside fiber plant (OSP) for an intergovernmental agency (IGA). This position manages engineering standards, GIS mapping, and infrastructure records, ensuring accuracy and reliability while supporting network expansion and customer connectivity. Working closely with District staff, IGA partners, and contractors, this position supports network planning, expansion, and troubleshooting to deliver reliable broadband services. The OSP Engineering Supervisor collaborates with internal staff, IGA partners, contractors, and other stakeholders to deliver safe, efficient, scalable broadband infrastructure in alignment with the District’s mission.

- Supervise and develop a team supporting OSP engineering, GIS mapping, and related project management.
- Participates in the recruitment, selection, and retention of department personnel. Monitors, manages, and evaluates performance of direct reporting staff and work processes to ensure continuous improvement and increased contributions.

- Lead and manage OSP engineering functions, including design, documentation, deployment, and maintenance of all related infrastructure, with best practice standards aligned with generally accepted industry practices.
- Initiate new plant installations by thoroughly and efficiently detailing requirements to stakeholders.
- Develop accurate construction drawings, splicing diagrams, and related documentation.
- Participate in network planning and development of deployment strategies.
- Support other teams with implementation, troubleshooting, and repair of network connections and customer deployments.
- Collaborate closely with internal staff, IGA partners, contractors, and vendors to support network planning, expansion and mapping accuracy.
- Administer the fiber GIS mapping and inventory systems to ensure complete and accurate documentation of the District’s infrastructure and topologies.

- Develop and manage project budgets and schedules.
- Oversee vendor and contractor performance to ensure compliance with specifications and timelines.
- Ensure compliance with federal, state, and local codes, permitting requirements, and other regulations.
- Maintain and support the District’s long-term OSP Engineering, GIS, and project management functions in a manner that aligns with District objectives.

- All NWCPUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
Skills/Knowledge/Abilities: PLEASE NOTE: This position requires the use of various tools/equipment that are related to performing the essential functions of this job.
- In-depth knowledge of OSP engineering principles, practices, and standards for designing, building, and maintaining fiber infrastructure.
- Proficiency with OSP design tools, CAD software, and GIS platforms used in the development of construction drawings.
- Familiarity with easements, rights-of-way, permitting, and regulations governing the use of public/private property.
- Thorough understanding of utility systems and related infrastructure.
- Expertise in FTTx and PON designs, including both centralized and distributed splits and splicing architectures.
- Practical knowledge of OSP construction practices, including aerial, buried, and underground plant, with adherence to NESC and OSHA standards.
- Knowledge of fiber testing, troubleshooting, and acceptance procedures (e.g., OTDR, power meter)
- Ability to work independently, demonstrate initiative, and drive projects to completion.
- Strong organizational and analytical skills with attention to detail in documentation and recordkeeping.
- Excellent written and verbal communications skills.
Supervisory and/or Functional or Technical Responsibility or Oversight:
- Supervises Broadband support staff.
- Provide mentorship and technical leadership to staff in accordance with project and organizational goals
- Provides systems and process training
QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications):
Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.- Bachelor’s degree in engineering, telecommunications, construction management, or a related field; or equivalent combination of education and experience required.
- 7 -10 years of progressive responsibility in a service provider or outside plant contractor environment.
Experience in construction environments preferred.
- 3-5 years of proven supervisory/leadership experience in technical or engineering settings.
- Experience working with both internal stakeholders and external vendors, partners and other government agencies.
- Valid and current driver’s license. Driving records must be acceptable and insurable by NWCPUD insurance carrier at standard group rates. An annual consent for a release of one's driving record is also required
- Decisions focus on daily or monthly activities to effectively implement assigned processes.
