Primary Duties
Position Summary:
The Associate Utilities Engineer assists with managing multi-disciplinary utility-based engineering projects within the various utilities. The incumbent, under the supervision of a Licensed Professional Engineer develops detailed designs, contracts, policies and procedures, and estimates to deliver safe and reliable services to customers in accordance with Utilities Kingston’s mission, vision and values.
Major Responsibilities:
•Design Natural Gas infrastructure projects that incorporate engineering best practices and design principles.
•Maintain current knowledge of and expertise in government and external agency approval and permit processes required to prepare and submit permit and approval applications.
•Develops knowledge of and expertise related to Canadian and Ontario codes and standards for design, construction and operation of Natural Gas infrastructure
•Assist with the preparation of asset management plans and administration of projects and programs.
•Complete risk analyses using various tools and develop recommendations.
•Develop capital project plans by identifying system requirements and scope of work.
•Assist in the production of procurement documents in accordance with Utilities Kingston purchasing policy.
•Review externally generated design work for compliance with design parameters, engineering best practices and principles.
•Coordinate multi-disciplinary activities with internal and external stakeholders.
•Develop and review engineering documentation, analyze and resolve technical issues.
•Assist in conducting public information sessions and communicate with the public and stakeholders as required.
•Assist in the development of natural gas maintenance, rehabilitation and replacement projects.
•Develop natural gas capacity analysis tools and complete capacity analyses.
•Develop knowledge of standard industry contracts and revise contracts and special provisions for project specific requirements.
•Ensure Utilities Kingston maintains compliance with contract and applicable laws and regulations.
•Assist in providing internal stakeholders with engineering guidance on regulatory requirements, best practice, utility conflicts, quality assurance control reviews and troubleshooting.
•Assist in providing documentation for ensuring ongoing regulatory compliance with TSSA audits, and Distribution System Integrity Management Plan requirements.
Education, Certification and Other Qualifications Required
Skills and Abilities:
•Intermediate MS Office skills
•Advanced communication skills both written and verbal
•Basic to intermediate skill in the use of ArcMap GIS
•Intermediate time management and prioritization skills
•Basic skills in Info SWMM hydraulic model
•Basic project and budget management skills
•Basic heavy civil/industrial facility construction project management skill
Knowledge:
•Intermediate knowledge of hydraulics, , pipe and flows, natural gas distribution, regulating stations, and pressure
•Intermediate knowledge of water and wastewater design principles
•Basic understanding of Contract Law
•Basic knowledge of applicable acts and regulations
•Basic knowledge of various means of services procurement (RFP, Tenders etc.)
•Basic knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements
Experience:
•Bachelor’s degree in civil, Mechanical or Oil and Gas Engineering
•Registration with Professional Engineers Ontario, or eligibility for registration
•Experience in heavy construction practices particularly as it relates to Water and Wastewater infrastructure would be considered an asset
•Class G drivers’ license
