Performs physical inventories and surveys of real and personal property by site visits as directed by management. Performs reconciliations of these inventories. Must be willing to travel as required in this position. Ensures timely and accurate execution of the SPR Surplus Property Program to include identification, reporting and disposition of SPR Excess Property. Identifies physical assets to financial asset code accountability. Also identifies retirement units and property records unit for formalized real property accounting and prepare completed construction costs reports. Acts as department liaison with Engineering, ILS, Configuration Management and subcontractors to assure proper incorporation of all close out modifications packages. Acts as department liaison for Real Estate matters and recordkeeping with DOE and M&O contractor Project Counsel. Coordinates with site personnel to resolve problems with equipment migrations and government property tagging requirements. Develops, analyze and recommends new formats and procedures to enhance the personal property process. Acts as real and personal property functional coordinator for all sites. Assists in system test, evaluation and training of departmental personnel in real and personal property and serves as property department representative on the M&O Contractor OPSEC Working Group. Ensures timely and accurate submission of all reports and data to other O&M departments and contractual client (DOE). Participates in professional/technical training courses, workshops and seminars to enhance real and personal M&O contractor performance. Review construction specifications, ?Approved for Construction? and as built drawings (AFC/AB). Maintains system programs for Real Property Assets and financial accountability. (SAP/FIMS).
MINIMUM QUALIFICATIONS: REQUIRED: Bachelor degree in Business Administration and two years of experience in property/material related position OR a High School diploma and six years experience in Property/Material related position. Experience in the following computer programs Sharepoint, SAP, EXCEL, WORD and a good knowledge of general computer operations. DESIRED: Experience in GSAxcess and knowledge in dispositioning Government Excess and Surplus Property. PHYSICAL DEMANDS: Climbing ladder of structures on sites, must be in physical condition to handle required periods of time in extreme heat conditions on sites. Good vision or corrected lens.
