Oversees and directs initiatives and projects across the organization in support of the President and Executive Management Team. Directly supports Columbus Water Works Vision, Mission, Values and Strategic Initiatives. Serve as a sounding board for ideas and provides strategic counsel. Collaborates with Executive Management to determine the right strategy to boost operations then oversee execution across the organization by utilizing data analytics to comprehend company procedures, processes, spot potential for growth, and develop critical plans to maximize performance and efficiency. This can include but not limited to financial planning, benchmarking, staffing performance, operation practices, and process improvement such as Asset Management, CMOM (Capacity, Management, Operations & Maintenance), Risk Management/Insurance, Water Efficiency & Conservation, and Drought Management. Responsible for ensuring work plans are established to accomplish assigned duties in a timely manner; and coordinate with respective department managers to ensure adherence to program and regulatory compliance. Work is performed under the general supervision of the President.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Leads the Business Operations, Asset Management, Water Accountability, and Meter Maintenance Departments.
- Ensures reports of various types on regular intervals are generated. Ensure non-standard reports are generated as needed.
- Collaborate with Executive Management to understand their needs and gather detailed operation requirements.
- Analyze company data and benchmarks to identify trends, patterns, and insights that inform business decisions.
- Propose and design technical and process solutions that meet company/department/division needs and objectives based on data.
- Work with IT and other key departments to implement solutions and ensure they align with company mission, vision, values and goals.
- Communicate findings, recommendations, and project updates to Executive Management for development of recommended solutions for work procedures or processes for maximum performance efficiency.
- Ensure implementation recommended procedural changes to improve the performance efficiency of program operations.
- Oversee the preparation of divisional and departmental reports.
- Prepare correspondence, inter-office communications, requisitions and related reports as needed.
- Provide information to managers regarding policies and procedures.
- Ensure safety guidelines are incorporated into respective departments.
- Ensure appropriate scheduling and assignment of activities by departments.
- Oversee, prepare and submit annual budget and schedules capital expenditures.
- Performs annual evaluations, hiring functions, corrective actions, and coaching/counseling for all subordinates.
- Addresses and resolves employees’ grievances and concerns.
- Assists with the creation of key performance indicators (KPIs) and Benchmarks.
- Serves as a resource specialist for strategic initiative teams.
- Ensures the Presidents involvement in key decision-making processes.
- Prepares the President and other leaders for upcoming meetings and providing them with all the necessary information.
- Take care of internal and external communications, such as speeches, reports and presentations.
- Research and define new business opportunities.
- Oversee special projects per President’s direction.
- Regular and routine attendance is required

Bachelor’s Degree from an accredited college or university required, preferably in Business Administration or another related field. A minimum of ten years’ experience in the water/wastewater industry required. Extensive knowledge and experience in developing, consulting and deploying strategies, principals and programs preferred. Position requires extensive experience with multiple software platforms including Microsoft Office Suite (Word, PowerPoint, Excel, Access, etc.) is required, purchase order system (Lawson), maintenance work order system (City Works), employee database (ADP), and time and attendance system (Kronos) is required. Certification in State/Board wastewater collection, water distribution, and qualified water loss auditor certification is preferred. Project Management (PMP) certification is preferred. Strong analytical and problem-solving skills are required. Proficiency in data analysis tools and techniques required. Excellent communication and interpersonal skills required. The ability to work collaboratively with cross-functional teams is required. Experience with business process modeling and documentation tools required. Knowledge of project management methodologies and tools required. Must be able to demonstrate the ability to exercise initiative, autonomy and good judgment in making decisions required. Possession of a valid Driver’s License and a clean driving record is required.
Ability to write reports, effectively present information and respond to questions from executive management, customers or the general public. Must possess good customer service skills and oral and written communication skills.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate figures and amounts such as proportions, percentages, area, circumference and volume. Ability to compute rate, ratio, and percent and to draw and interpret various graphs and charts.
Ability to solve practical problems and deal with a variety of concrete variables where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Valid Driver’s License. State of Georgia Water Distribution Operator preferred. State of Georgia Wastewater Collection System Operator preferred.
