Promotes and supports a culture of safety, security, and compliance throughout the Enterprise. Assists in administering the Corporate Safety Program. Schedules, coordinates, and delivers classroom and practical training including but not limited to the areas of on-boarding, safety, technical skills, security protocols, emergency preparedness measures, risk management and risk reporting in accordance with established programs, operating procedures, and work-place practices for all levels of personnel in the Operating Unit.
Examines and analyzes work environments and recommends improvements where applicable to foster compliance with applicable occupational health and safety regulations, corporate policies and Operating Unit procedures.
Assist in the day-to-day security function to ensure protection of facilities, personnel, and assets. Provide background support in the research of policy, program and procedure development as assigned. Conduct periodic and assigned “Visit” inspections and assessments of sites/facilities, external security services and Company equipment.
This position reports to the Safety, Security and Emergency Preparedness Manager and works closely with the Learning and Development Manager and Operating Unit management personnel.

- Through on boarding and technical training, reinforces safety, security, and other related corporate policies along with the supporting operating procedures.
- Ensure that all training records internal/external technical skills/safety training performed are recorded in Oracle EBS with confirmation submitted to the Learning and Development Manager.
- Assists with and updates, for review, established, internal, Operating Unit specific training modules in response to the findings of root cause analysis and various after-action reports, followed by Operating Units re-training where applicable.
- Assists in the creation and development of new safety, security, and technical skills-based training modules, as well as with the creation of new operating procedures at the request of and in collaboration with the Operating Unit Management.
- Participates in the review of the root cause analysis of events associated with operational risk reports.
- Provides re-training opportunities, safety and/or technical as needed/identified in coordination with supervisory personnel or identified on 90 day follow up.
- Assists the Learning and Development Manager in the delivery of training performed by external subject matter experts. External training includes but is not limited to rigging/hoisting, hazardous waste operations, Arc-Flash, qualified electrical worker, lock-out/tag-out, confined space, Spill Prevention Countermeasure Control (SPCC) and Toxic Catastrophe Prevention Act (TCPA).
- May be assigned the role of Safety Officer.
- May need to assist in matters relating to facility security and emergency response during planned and unplanned events.
- Promote safe, efficient, and cost-effective work practices. Make recommendations to improve operational resiliency and to reduce operational risk.
- Maintains assigned vehicles, tools, and equipment in a clean and safe condition at all times; completes necessary and required inspections of safety related equipment and material; maintains inventory of safety program related equipment and gear.
- High School Diploma/GED
- Demonstrated knowledge of treatment plant or distribution system operations, maintenance tools and equipment or combination of equivalent experience.
- 3 to 5 years of safety years of experience in a water/wastewater utility.
- Ability to read, understand and use distribution system maps.
- Computer experience with WAM, Word and Excel
- Willingness to work outdoors on a year-round basis.
- Good attendance record.
- Good communication skills.
- Availability to work overtime on an emergency, scheduled and call-in basis.
- Demonstrated supervisory, leadership and record keeping skills.
- Training as a DE Certified Traffic Safety Coordinator, 40 Hour Hazardous Waste Operations and Competent Person in Excavations.
- Salary Range: $31.60 - $47.39 hourly, based on experience and qualifications.

- This position requires constant operation of a computer and other office equipment such as printers, copiers, calculators.
- Must have the ability to visually inspect and review hard copy and online documents.
- Must be able to communicate, detect, converse with, discern, convey, express oneself, discuss and exchange information.
- Use written, verbal and audio communication and information sources.
- Must be able to occasionally move about inside the office and use stairs to access file cabinets, office machinery, etc.
- Must be able to remain in a stationary position 50 % of the time
- Ability to lift 50 pounds, kneel, bend and perform moderate physical labor.
- Ability to climb into and out of trenches and crawl spaces.
- Able to work in inclement weather.

Candidates must be able to pass a drug screen, pre-employment physical, background check, and have a valid driver’s license. Additionally, must be cleared by Department of Defense to access government facility.
