Hours of work: Full-time (37.5 hrs/wk) Flexible Work Role: Hybrid
The successful candidate will report to the Manager, P&C/Tel Strategy and Standards and join the Protection & Control
(P&C) Asset Management team as a Senior Engineer.
The P&C Asset Management team has responsibility for the following functions:
- Assist with Planning, developing and maintaining asset management policies, strategies, and standards for the
maintenance, repair and replacement of Protection Control and SCADA equipment in order to maximize the total-life-cycle
value of the assets.
- Ensure on-going compliance with applicable NERC/WECC PRC mandatory reliability standards.
- Identify and assist with the prioritization of asset needs (OMA and Capital), while managing risk
- Help optimize maintenance and capital investment decisions and establish related annual Maintenance Work Plans and
10 year Capital Plans to address those needs.
- Manage and maintain positive working relationships and with multiple groups throughout BC Hydro including: Integrated
Planning, Engineering, Field Operations, Grid Operations, Stations and Generation Asset Management, Supply Chain,
Project and Program Delivery groups and Safety, etc.
- Help develop and maintain asset management procurement strategies for key equipment, including the establishment of
- Plan and initiate capital projects including the preparation of supporting investment justifications (business cases) and
definition of project scope, schedule, and costs for a portfolio of prioritized P&C sustaining capital projects.
- Develop strategic alternatives, drive initiatives, formulate plans, evaluate risks, research, and apply innovative solutions.
- Participate on applicable internal and external industry P&C working groups and committees (e.g. NERC/WECC, CEA,
- Provide P&C subject-matter-expertise support and liaise with other groups throughout BC Hydro, including other planning
teams, Engineering, Field Operations, Grid Operations, Stations and Generation Asset Management, Project and Program
Delivery groups and Safety, etc.
- Participate in the development and definition of asset management strategies and ensure they are implemented
- Contribute to managerial and operational decision making and provide expertise from a maintenance perspective to
enable the organization to meet its business objectives.
- Maintain an emergency replacement sparing program to enable the emergency restoration of failed systems.
- Contribute to the ongoing sustainment of positive relationships with external service and equipment suppliers and
manufacturers, and other internal and external technical groups to accomplish business objectives and address issues.
- Possess a business acumen and contribute to managerial and operational decision making.
- A degree in Electrical Engineering recognized by Universities in Canada.
- Registered, or eligible for immediate registration, as a Professional Engineer with Engineers and Geoscientists of B.C
- Minimum of 8 years of proven experience working as an electrical engineer, managing protection & control and SCADA
infrastructure and systems (asset management) for a large electrical utility at transmission voltages (500kV, 230kV, 138kV,
and 69kV), as well as, distribution voltages.
- Experience should also include asset management of special protection and control systems such as under-frequency
load-shed systems (UFLS) / under-voltage load-shed systems (UVLS), and remedial action schemes (RAS).
- Demonstrated experience with the planning, design, maintenance, testing and commissioning of protection, control and
SCADA infrastructure and systems to support power delivery applications on the T&D power delivery system
- Well-developed oral and written communication, presentation, facilitation, leadership, relationship management and
- Strong business and asset management acumen with formal training preferred.
- Ability to build relationships with internal and external stakeholders and proven capability to influence actions across non-
direct reporting lines and ability to champion change.
- Strong conflict resolution and negotiation skills are essential
- Demonstrated experience managing on-going compliance with NERC/WECC PRC Standards.
- Demonstrated ability to coordinate multiple programs/projects and to plan and manage project resources is essential.
- Strong interpersonal, organizational, communications, and negotiation skills are essential .
- Self-motivated with a strong desire to learn.
- Productivity Software – Microsoft Office and Excel etc.
Preference given to those candidates that possess experience and working knowledge with the following:
- Expert knowledge with the following: P&C and SCADA Systems; Power System Protection, Automation, and Control
Systems, Ethernet, TCP/IP Protocols, MPLS networks, Power Line Carrier, Microwave Radios, Fiber Optic networks,
SONET Multiplexers, ION Meters ; SEL I/O Processors and Controllers ; GE SCADA Control Systems ; Human Machine
Interface Systems ;Programmable Logic Controllers ; SEL acSELerator Software Suite; Doble Protest and EnoServ
Software; SEL Mirrored Bits, DNP 3.0 over serial, IEC 61850, ModBus, ModBus+; Synchrophaser Measurement Systems;
Disturbance Fault Analysis and Serial Event Reporting.
- NERC Mandatory Reliability Standards; NERC/WECC PRC Standards; NERC CIP Standards.
- Knowledge of telecommunication facilities and networking solutions is an asset, but preference given to Power System
- Asset Management and Financial Applications – Passport, P6, SAP.
