Reports to: Sr Director - Environmental Permitting Location: In Office, Rochester NY
The base salary range for this position is dependent upon experience and location, ranging from: $114,332.80 - $142,916
Management and strategic oversight of both internal and external resources responsible for developing environmentally protective and cost effective proposals and application materials for environmental permitting and compliance across multiple Operating Companies of Avangrid Networks, operating in different states and in different Federal, State and Municipal regulatory structures. Manages Environmental Permitting and Programs including, environmental elements of design, compliance during construction and waste materials management on behalf of Rochester Gas & Electric. Participate within collaborative SME teams with the objective of timely and cost-effective completion of both capital and operations projects. Ensure environmental permitting studies, routing analysis, and applications are consistent, develop and follow company procedures, compliant with regulatory requirements, timely, complete, and factual. Advise and approve routing and siting determinations. Give expert testimony at Federal, State and Municipal hearings. Review permits to ensure that they are reasonable, cost-effective, and prudent. Monitor regulatory developments across multiple states Ensure that all permit conditions are understood and communicated to affected internal and external parties. Special emphasis on environmental licensing and permitting.

+ Bachelor’s Degree required in Environmental or related field. + Master’s Degree in Environmental a plus + P.E. (Professional Engineer) or CPESC (Certified Professional in Erosion and Sediment Control) a plus. + A minimum of 5 - 7 years of program/project management and supervisory experience in a directly related field. + A minimum of 10 - 15 years of experience with related federal and state environmental regulatory policies and business practices and procedures. + Knowledge of system design, construction and maintenance practices for both gas and electric operations. + Experience leading and managing multiple project permitting teams and multi-project portfolio + Participation in regulatory proceedings and testimony + Experience in leading teams. + Microsoft Suite.
+ Interfaces with the appropriate regulatory agencies, including; USEPA, USACE, USFWS, NYSDEC, NYSDPS as well as local municipalities. + Minimizes Corporate risks and public liabilities. + Provide overall environmental licensing and permitting oversight and work with IUSA experts and contractors to keep projects on track. + Ability to minimize adverse permit conditions for each project and beyond. + Ability to negotiate on problem resolution, vendor management, conditions in permits. + Superior communication skills; proven ability to interact and present solutions to all levels within an organization. + Interpersonal Skills: able to get cooperation and commitment of others without direct reporting relationship to be able to accomplish strategic objectives + Vendor management. + Strong ability to lead initiatives/projects/teams meet project budgets and schedules. + Ability to multi task.
