Under general direction, performs professional work providing guidance for technical and regulatory compliance and efficient maintenance of the safety and security programs for the Brownsville Public Utilities Board (BPUB).
Safety and Security Operations Coordinator
Plans, coordinates, and implements the utility’s safety and security programs, and projects to reduce or eliminate occupational injuries, fatalities, and losses. Conducts assessments, inspections, and equipment surveys to identify risks and recommends corrective actions. Investigates accidents, incidents, and near misses to determine causes and prevent recurrence. Participates in safety and security committees to promote occupational health and safety initiatives. Develops and delivers training sessions in classroom, online, and field settings to ensure staff competency. Maintains documentation for inspections, training, compliance, and equipment testing. Responds to safety and security calls, including emergencies outside regular work hours, weekends, and holidays.

Senior Safety and Security Operations Coordinator (in addition to the duties listed above)
Researches occupational safety and security information and monitors regulations and mandated safety and security training for the development, application and implementation of safety and security programs, policies, rules, and procedures to minimize hazards and vulnerabilities in the workplace. Provides guidance on safety and/or security policies, programs, procedures, processes, and regulations and serves as a resource on questions regarding safety and/or security procedures and techniques. Provides leadership, guidance, work assignments, and training to less experienced staff. May assume the duties and responsibilities of the assigned supervisor or manager in their absence. Knowledge important to perform the functions of the job include:
Knowledge of federal or state agency regulations such as Occupation Safety & Health Administration (OSHA), American National Standards Institute (ANSI), Department of Transportation (DOT) and ASIS Protection of Assets standards and regulations. Knowledge and understanding in areas of responsibility, including principles of occupational health and safety and security. Knowledge of the tools, equipment and materials used in the utility industry. Knowledge of Microsoft Office programs and Internet resources, and safety related software.
Skills important to perform the functions of the job include:
Skill in identifying safety and security needs and in coordinating the safety efforts of the department. Skill in developing and implementing written policies, procedures, and programs.
Skill in organization, multi-tasking, and project management. Professional oral and written communication skills in English; bilingual in English and Spanish preferred.
Abilities important to perform the functions of the job include:
Ability to deliver effective safety and/or security presentations. Ability to work fully independently.
Ability to maintain discretion in data analysis and problem resolutions. Ability to articulate and communicate safety-related concepts to a broad range of staff. Ability to demonstrate a high sense of discretion and integrity when dealing with sensitive information. Ability to establish and maintain effective working relationships stakeholders. Ability to work with frequent interruptions/changes in priorities. Ability to handle potentially hostile or uncertain situations.
Ability to collect data, establish databases and maintain records. Ability to be on-call as needed to respond to risk/safety calls.
Bachelor’s Degree in business, industrial hygiene, occupational safety, or related field and two (2) years of professional experience in occupational health and safety, loss control or related field. A combination of appropriate education and relevant experience may substitute for the minimum requirements.
Senior Safety and Security Operations Coordinator
Two (2) additional years of experience are required.
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. An OSHA 30 Hour Training (construction) or a Specialist in Safety and Health (SSH) certification is preferred.
Senior Safety and Security Operations Coordinator (in addition to the requirements listed above)
Requires a Certified Safety & Health Official (CSHO), Occupation Safety & Health Technologist (OSHT), or a Certified Utility Safety Professional (CUSP) certification.
