Job Summary

The purpose of this classification is to conduct purchasing and contracting activities within established legal, financial, and contractual guidelines; supervise all warehousing, inventory control, requisition, procurement, and contracting activities; and provide procurement expertise recognizing market trends that meet Greenville Water's needs in a fiscally sound and timely manner.

Essential Job Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

•

Procures or supervises the procurement of all supplies and equipment by obtaining competitive quotes when deemed appropriate, negotiating prices and terms, and making vendor recommendations.

•

Prescribes and maintains such forms, internal controls, documentation, and systems needed to operate the purchasing program.

•

Oversees the writing, review, awarding, and negotiating of various contracts, including, but not limited to, the preparation of requests for qualifications or proposals, contract management, and supervision of bid opening procedures.

•

Manages the warehouse.

•

Prepares, adopts, and properly maintains a listing of pre-qualified vendors who provide the best value to Greenville Water.

•

Manages the purchase order process in a responsible, economical and timely manner through effective coordination between departments, locations and affected personnel.

Minimum Qualifications

A Bachelor's Degree, supplemented by five (5) years of responsible experience in Purchasing or related field, is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
