This is an advanced level technical and administrative senior management position directing activities within a broad functional area of the utility and defining, developing, implementing, managing, and communicating the effective execution of strategies, processes, and programs for the assigned departments.
Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all assigned employees. May assume the responsibilities in the absence of the director as assigned. Plans, organizes, directs, and guides the execution of strategies, processes, programs, budgets, and business operations within assigned functions and departments. Plans, directs, and evaluates the work of assigned department heads. Maintains current knowledge of organizational and departmental policies and procedures, as well as legal requirements related to assigned departments; makes recommendations to Division Director of changes in policies, organization programs, methods and procedures, utility alterations and improvements, and communicates changes. Assists in reviewing and evaluating results of program impact; provides summary findings to Division Director, and recommends options to optimize programs and processes. Assumes project management responsibility for projects within areas of responsibilities and within the assigned division, including the coordination and oversight of large construction projects, complex equipment demolition, and installation, and upgrade of supporting infrastructure, resources, and tools to maximize process efficiencies. Provides technical and functional guidance and leadership to teams focused on process improvements, system enhancements, industry benchmarking, and planning/execution of mechanical preventive and corrective maintenance programs; oversees complex repairs to existing mechanical equipment. Makes verbal and written presentations regarding assigned functional areas. Prepares and reviews reports as part of the process of monitoring and communicating performance result; ensures timely preparation of appropriate regulatory reports or other documents. Reviews designs, construction documents, submittals, and provides comments for adequacy to meet operational requirements. Monitors and identifies legal requirements, government reporting regulations, and legislative issues and priorities affecting assigned functional areas and determines their respective impacts on current and future operations. Assures policies, procedures and reporting are in compliance. Confers with and conforms to governmental agencies’ policies. May serve as utility representative with local, State, Federal, and International agencies concerning utility regulations, grants, operational functions, and procedures. May respond to major emergencies and breakdowns. Completes other duties as assigned.
Thorough knowledge of the principles and practices of public utility administration and its specific application to the administration of assigned areas of responsibility. Thorough understanding of the business dynamics, regulatory issues, competitive issues, and general operating environment surrounding the utility industry. Thorough knowledge of the local, state, and federal laws and regulations relating to the assigned areas of responsibility. Considerable knowledge of theories, strategies, and practices in the field related to the job. Knowledge of planning practices and principles. Knowledge and experience in strategic planning and execution. Knowledge and experience in formulating policy. Knowledge in developing and implementing new strategies and procedures. Knowledge of contracting, negotiating, and change management. Knowledge of public relations principles and practices. Knowledge of budgeting methods and systems. Knowledge of project management practices and principles. Professional oral and written communication skills in English; Bilingual in English and Spanish preferred. Customer service, strategic, and critical thinking skills. Interpersonal skills to work effectively with a wide range of constituencies. Skills in handling conflict and uncertain situations. Computer software skills using Microsoft Office. Ability to make sound decisions and take or guide courses of action in operations. Ability to deliver public presentations. Ability to work with frequent interruptions and changes in priorities. Ability to analyze and resolve irregular events. Ability to work a flexible schedule and to travel. Ability to set strategy, provides direction, and creates plans to meet both functional and departmental goals. Ability to manage multiple strategic and tactical projects. Ability to establish and maintain effective communication and working relationships with internal and external stakeholders.
Bachelor’s degree from an accredited university in a field related to the job plus eight (8) years of progressively responsible experience, including six (6) years in a management capacity.
Four (4) additional years of progressively responsible industrial, technical, or water/wastewater utility experience may substitute for the educational requirements.
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Must hold a wastewater collection and water distribution systems certification as required by the Texas Commission on Environmental Quality (TCEQ).

Ability to climb in and out of construction sites where projects are in progress to inspect work being performed by others. Ability to walk, sit or stand for prolonged periods of time while supervising the work of subordinates. Ability to climb in and out of a normally equipped vehicle a repetitive number of times during the course of the day. Ability to work under adverse weather conditions, including, but not limited to, sunshine, rain, sleet and 20 to 110 degree Fahrenheit temperature extremes. Ability to work under adverse ambient conditions including, but not limited to water, mud, sewage, wind, and dust. Position requires frequent weekend and evening work. Work may require frequent overnight travel.
In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:
- Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity;and
- Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
