Responsible for planning, implementing, monitoring and optimizing operational processes in the areas of environmental management, health protection and occupational safety in the Terminal.
1- Ensure Sites maintain continuous “audit ready” state of compliance with company and governmental HSE Standards.
2- Responsible for the development, deployment of all Company HSE Standards.
3- Accountable for the execution of all site Environmental Permit Compliance. Ensures all testing required through permits and company standards are met on time.
4- Maintains the onsite Regulatory plans updates according to the standards and schedule.
5- Develops and deploys the site specific HSE Strategies, Programs and Plans. Aligning programs with Puma objectives and risk-based performance indicators.
6- Delivers training and coaching to establish clear understanding by all site associates on HSE expectations. Ensuring training needs analysis (TNA) is performed and training records are maintained.
7- Sets the overall HSE vision of the site; executes the proper motivational techniques required to enliven this vision. Promoting HSE leadership engagement programs (e.g., visible safety leadership, safety walks).
8- Leads the effective implementation and utilization of risk assessments at the sites and drives for appropriate mitigation; measures to lower associate risk. Ensures effective communication and understanding by all affected associates.
9- Ensures investigation of all HSE related incidents utilizing specific tools to drive to root cause and identify actions to
prevent recurrence. Drives completion of recognized corrective actions to prevent incident recurrence and ensures they are effectively implemented. Apply ICAM methodologies where applicable and conduct investigation review meetings with Aviation Manager and country HSSE manager.
10- Serves as the HSE technical expert, providing technical expertise and coaching as needed in all areas.
11- Audit the various safety programs regularly. Include behavioral safety audits and safety observation tours in audit scope.
12- Manages and uses a data driven approach to manage, modify and prioritize site HSE direction. Shares and uses data to influence, motivate, measure and drive continuous improvement. Upwardly communicate performance toward company goals for safety and the environment.
13- Maintain data of all safety key performance indicators (KPIs). Keep these KPIs visible in the sites and lead key initiatives that continuously improve these metrics.
14- Leads site efforts to measure and improve Industrial Hygiene Risk. This includes but is not limited to ergonomics,
15- Ensures project managers and supervisor are accountable for proper management of contractors. Ensure contractor pre-qualification, onboarding, training, and monitoring are documented and aligned with the contractor management system.
16- Manage the overall site HSE Budget to ensure proper fiscal stewardship of department funds. Understands budgetary processes and pressure, but also can articulate and justify HSE spending.
17- Owns and executes site security requirements to meet corporate and regulatory standards.
18- Works with third party risk control experts to ensure compliance with company standards on new projects.
19- Supports audit efforts to maintain and improve favorable insurance ratings.
20- Responsible for the PR fire department requirements, permits and inspection. Maintain fire prevention plans and conduct fire drills in coordination with local authorities.
21- Supervising and ensure compliance with state and federal regulations; including OSHA.
22- Backup to Tank Farm Supervisor to the end of the month inventory report and responsible to send report to accounting.
- Take reasonable care for the health and safety of themselves and of others who may be affected by their actions or omissions whilst at work.
- Fully versed on International Aviation Safety and Security standards and passionate about promoting them within the organization.
- Co-operate with their manager / supervisor to allow them to perform or comply with any legal requirements imposed on the company.
- Not intentionally or recklessly interfere with or misuse anything provided by the company in the interests of health, safety, or welfare reasons.
- Inform their manager / supervisor of any work situation, equipment or activity that represents a serious or immediate danger to health and safety.
- Report any hazards, near misses, incidents, accidents, or dangerous occurrences to their manager / supervisor, who will then follow the procedures contained in this manual.
- Carry out work in accordance with information and training provided and any specific workplace health and safety rules or procedures.
- Fully understand the company health and safety policy.
- Attend training courses as may be arranged by the Company.

- 2 to 5 years of experience in building safety and environmental program/policies
- Bachelor's Degree in Safety, Industrial Hygiene, Environmental Science or related field
- Must be able to respond to urgent or emergency situations outside of normal working hours as needed.
- Possess/Maintain a valid state Driver's License and other FAA/Airport required identifications and seals.
- Regulatory knowledge in OSHA, EPA, RCRA, and PSM required.
- Strong understanding & experience in OSHA, environmental and risk assessment.
- Extensive knowledge of safety systems analysis.
- Able to multi-task and be flexible in a dynamic work environment while maintaining strong attention to detail.
- Bilingual in Spanish and English (written and spoken)
- Demonstrates excellent organizational and interpersonal skills and is able to work effectively with people of diverse backgrounds and diffuse challenging situations using acceptable and appropriate methods.
- Familiarity with aviation fuel safety standards (JIG, IATA, etc.) if applicable.
- Strong knowledge of environmental, health and safety
- Proficient in Microsoft Office applications (Outlook, Word, Excel, and SharePoint). Effective interpersonal skills
