WARREN RURAL ELECTRIC COOPERATIVE CORPORATION ENGINEERING AND FIELD SERVICES DEPARTMENT FIBER OPTIC NETWORK SPECIALIST OBJECTIVES
- Documentation and Integration: Ensure comprehensive documentation of WRECC's fiber optic infrastructure and facilitate seamless integration with Geographic Information System (GIS) platforms to support accurate mapping and asset management.
- Installation, Testing, and Troubleshooting: Coordinate the installation processes, testing, and troubleshoot issues within the fiber optic circuits to maintain optimal network performance and reliability.
- Contractor Coordination: Coordinate activities with Outside Plant (OSP) contractors, assist in the development of operational and maintenance programs to enhance the fiber optic network utilizing OSP contractors.
- Operational Oversight and Compliance: Collaborate with the Fiber Manager to review work orders, manage material inventories, and process permit applications, ensuring all activities meet organizational standards and regulatory requirements.
- Work closely with the fiber team to evaluate and implement WRECC's fiber optic plant to provide automated redundant capabilities to each substation, communications to electric system components, and the WRECC fiber-to-the-premise network.
- Coordinate with OSP team and OSP fiber construction contractor for timely completion of projects.
- Review fiber optic designs and work orders for accuracy.
- Order, track, and inventory material for fiber optic system maintenance and work orders.
- Complete permit applications and secure right-of-way access for fiber optic system work orders.
- Meet with partners, contractors, vendors, and members when necessary.
- Communicate with multiple departments within WRECC and partners to ensure successful fiber optic system project completion.
- Isolate trouble and repair fiber within WRECC's fiber optic system.
- Create, assign, and close fiber optic system work orders.
- Document and maintain detailed records of system design, construction, and operation of the fiber optic system.
- Coordinate with the GIS department to ensure fiber optic system maps are updated on a regular and timely basis.
- Assist Fiber Manager in implementing design standards and construction specifications.
- Work according to safety rules and policies adopted by Warren RECC, is responsible for own safety, and reports all accidents to supervisor.
- Comply with traffic laws, regulations, and safe practices while operating any company vehicle.
- Plans, organizes, coordinates, and facilitates all related initiatives and activities related to any assigned projects.

JOB SPECIFICATIONS POSITION: Fiber Optic Network Specialist EDUCATION
- Minimum 2-year technical degree or equivalent certification required.
- Preferred: Associate's degree specializing in communication technology or computer science.
- At least five years of related experience preferred.
- Experience in meeting and working with people at all levels of the organization and broadband partners.
- Working knowledge of fiber optic systems, including AON, PON, CWDM, and FTTX required.
- Understanding splice loss, reflectance, mode field diameter mismatch, Optical return loss, loss budget, link loss, etc.
- Knowledge/expertise with routing and switching with current technology.
- Develop/design layouts of fiber optic networks creating splicing documents, specify equipment, construction documents, cost estimates, and Bill of Materials (BOM).
- Must be able to perform complicated tasks, manage multiple projects simultaneously, make routine decisions, solve problems in the field and react under emergency situations.
- Must have knowledge and ability to use diagnostic equipment and to evaluate safety conditions and incorporate safe work practices into all areas of work.
- Must work well with people in a variety of settings including after-hours trouble situations at partner locations.
- Requires knowledge of utility policies, safety rules, and state and local laws pertaining to operation of vehicles and equipment.
- Must be proficient in use of related equipment and must use safe work practices in all areas of work.
- Should be willing to attend courses related to work.
- Ability to effectively use OTDR, PON meter, fiber power meter, and fiber light meter.
- Good verbal and written communication skills.
- Proficient with Microsoft Office products.
- Excellent organization skills and attention to detail.
- Must be able to read and understand CAD fiber optic drawings.
- Must have basic computer skills including Microsoft Office, fiber management software, and GIS mapping software.
WORKING CONDITIONS
The work involves regular and recurring exposure to moderate risks and discomforts, such as noise, vibration, and electrical hazards. Occasionally, work is performed outside under adverse weather conditions, and some work is performed in elevated areas. The work environment requires the individual to stay alert continually and to take special safety precautions including use of safety equipment, and adherence to safety guidelines.
