Utility Partners of America (UPA) is looking for an experienced Operator Qualification (OQ) Compliance Manager
to lead and oversee our OQ program across utility operations. If you have a strong background in pipeline safety, regulatory compliance, and operational support—and you’re passionate about keeping people safe and programs audit-ready—this role was built for you.
As our OQ Compliance Manager, you’ll be the go-to expert ensuring our workforce meets all
PHMSA, DOT, and state regulatory requirements. You’ll partner closely with Operations, Safety, HR, and external contractors to maintain a qualified, compliant, and ready workforce.
- Leading and continuously improving UPA’s Operator Qualification (OQ) program
- Managing OQ records, expirations, and recertifications for employees and contractors
- Overseeing audits, inspections, and regulatory reporting
- Supporting operational teams with compliance guidance and risk assessments
- Coordinating with third-party vendors to ensure OQ compliance standards are met
- Serving as the subject matter expert for OQ policies, procedures, and systems
- Associate’s degree in Business, Safety, Compliance, or a related field (or equivalent experience)
- 3+ years of experiencein OQ compliance, pipeline safety, or gas utility operations
- Working knowledge of
PHMSA, DOT, and state pipeline regulations
- Experience with OQ systems such as
Veriforce, Energy Worldnet, NCCER, or ISNetworld
- Strong audit, reporting, and organizational skills
Ability to work cross-functionally and manage contractor compliance
