This position is responsible for establishing, implementing, and maintaining a variety of health, safety and environmental programs to assure the highest possible degree of safety for employees through a culture of excellence. The VP of HSE will report to the Chief Operating Officer and may be based in any of the listed locations, with frequent short trips to mine sites.
The VP of HSE will manage all mine health, safety, environmental and personnel duties in accordance with Company programs, policies, and guidelines as well as governmental agencies including MSHA and EPA. The VP of HSE should anticipate, identify and correct issues involving safety and regulation compliance and work with all levels of employees at the locations to implement proactive procedures. The successful candidate will be a self-starting leader who enjoys the challenges of daily involvement with the operations team.
- Works effectively within a small multidisciplinary team to establish safety as a high priority and strive for a ‘Zero Harm’ outcome.
- Develops, implements, and manages overall Safety Management System (SMS) and Company compliance to the SMS, including establishment and maintenance of policies, procedures, records, and site-specific regulations as required by applicable law.
- Proactively manages compliance programs with regulations mandated by MSHA, EPA, state or local regulatory agencies and oversees training program for Regional Safety Manager, site HSE personnel, Plant Managers, Maintenance Managers and others affected departments to promote a deeply-rooted safety culture within the Company.
- Develops and implements new hire and monthly safety-training programs pursuant to MSHA standards including documentation of all training events to meet both Company and MSHA requirements.
- Instructs and facilitates, as required, accident investigations and assist in the assessment of accidents, first aids, good catches and near misses and issues of non-compliance; conducts root cause analysis and utilizes investigation results to determine corrective actions to be taken.
- Conducts regular safety inspections and audits to maintain MSHA compliance programs.
- Develops and maintains a robust occupational health sampling program.
- Develops and maintains medical surveillance program compliant with MSHA and Company standards.
- Prepares and submits environmental permit applications prior to regulatory deadlines.
- Develops and manages environmental safety, remediation and reclamation programs. Serves as lead for large/complex environmental projects (e.g., compliance, remediation, or reclamation).
- Reviews and develops appropriate recommendations regarding planned expansion, modification or closure of facilities which affect environmental discharges, emissions, and hazardous materials.
- With regard to safety and non-employee personnel at Company facilities, evaluates and administers contracts with vendors for the provision of services and equipment.
- Contributes to site strategic planning and budgeting efforts for safety and environmental systems and issues.
- Oversees or investigates and maintains records of safety and environmental incidents and responses as required by law.
- Maintains current working knowledge of Federal, State and local safety, environmental and occupational health regulations (e.g., MSHA, CERCLA, NEPA, SARA, Clean Air and Water Acts, etc.).
- Performs other duties as assigned or as judgment or necessity dictates.- High School Diploma or equivalent required; Bachelor’s degree in a safety-related field, engineering with an emphasis on safety, or a combination of degree and experience; 10+ years operational experience preferred.
- Must have prior experience with mining operations
- Advanced working knowledge, management or performance of 30 CFR (Mineral Resources) and applicable portions of 29 CFR 1926 and 29 CFR 1910.
- All-encompassing safety-system effectiveness – training, onboarding, revitalizing, implementing programs and initiatives, measuring effectiveness, staying abreast of changing dynamics and priorities, balancing business deliverables, meeting required Federal and State requirements, etc.
- Proficiency in driving a safety culture and leading the charge for change through action. Beyond identifying leading/lagging indicators, the HSE Leader must have ability to analyze data and offer solutions for sustained improvement and setting goals.
- Ability to produce sound procedures, policies and reports; Prior experience developing safety programs and policies from scratch.
- Exceptional communication, both written and oral, and interpersonal abilities; organization and attention to detail.
- Proficiency in various technology programs to maintain records and reports for the department.
- Ability to work both tactically and strategically.
- Ability to effectively manage personnel located in remote areas.
