Under the direction of The Director of Data and Analytics, the Business Applications Developer is responsible for designing, developing, and maintaining custom business applications using Power Apps, SharePoint, and Salesforce. This position plays a central role in streamlining internal operations, digitizing workflows, and enabling integration across platforms including the Energy Trade and Risk Management (ETRM) system, Salesforce CRM, and 3CE’s enterprise data warehouse. The role directly supports operational efficiency, regulatory compliance, and energy program success.
This position has discretion over how best to design and build internal applications within the approved tools (Power Platform, SharePoint, Salesforce). It recommends technical approaches and prioritizes work in alignment with departmental goals. Decisions are guided by 3CE’s policies, security protocols, and IT governance.
This position reports to the Director of Data and Analytics and does not supervise staff.

- Design and build Power Apps to support operational, compliance, and approval workflows
- Create and manage Salesforce forms and backend logic for staff and customer-facing programs
- Develop SharePoint solutions to manage contracts and document collaboration
- Collaborate with cross-functional teams to define business requirements and develop user tools
- Integrate custom-built tools with enterprise data warehouse to ensure data consistency
- Provide maintenance and troubleshooting for existing applications
- Document application design, data flows, and process automations
- Proficiency in Power Apps, Power Automate, SharePoint, and Salesforce
- Familiarity with enterprise data structures and integration best practices
- Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat
- Customer Relationship Management, project management, and data analytics software
- Communicate effectively with staff and external stakeholders
- Document items clearly and accurately
- Automate workflows and processes to improve efficiency across departments
- Collaborate with others to achieve shared goals
- Ability to quickly familiarize oneself with industry fundamentals
- Ability to organize thoughts and clearly explain work to others orally and in writing
- Ability to interact with all levels of management in a professional and team-building manner

Education And Experience
Any combination of training, education, and experience that provides the knowledge skills, and abilities to perform the duties of the position is qualifying.
Education:
Equivalent to a bachelor’s degree from an accredited college or university in information technology, computer science, business, application development, or a related field.
OR Experience:
A minimum of two (2) years of progressively responsible experience in business application development, information technology, application software, data analytics, or a related field.
License
Possession and continued maintenance of a valid class C California driver’s license.
Microsoft certifications in Power Platform or Salesforce are preferred but not required.

Current remote workdays are scheduled on Mondays and Thursdays

RETIREMENT-
Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE-
3CE pays 90% employer paid coverage for employee plus family coverage. 100% employer paid for single coverage towards medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.
HEALTH & WELLNESS-
3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION- 3CE Offers 457 Deferred Compensations. PTO-
Accrued by tenure. 160 hours cap.
CELL PHONE ALLOWANCE-
This position is eligible for a cell phone allowance of $50.00 monthly.
