General Summary
Performs engineering work pertaining to the system protection, controls systems, and transmission planning of Rayburn Country Electric Cooperative, Inc.’s (Rayburn) transmission system. Plans and coordinates checkout of new facilities, provides engineering support to technicians, and designs modifications to improve existing facilities.
Principal Duties and Responsibilities / Knowledge
- Manages multiple priorities and works effectively in a deadline-driven environment.
- Supports maintenance, testing and upkeep of Rayburn transmission facilities.
- Ensures transmission maintenance and testing requirements are met for transmission facilities connected to the Bulk Electric System and the Electric Reliability Council of Texas (ERCOT) grids.
- Analyzes Rayburn Transmission System to identify upgrades and support growth.
- Works together with Member cooperatives to comply with protocols and various interconnection projects, construction projects, and required programs.
- Drives Rayburn vehicle to service sites; that may involve exposure to live electrical hazards and inclement weather conditions.
- Assists in preparation of Engineering budget.
- Provides support for processing meter data.
- Assists in SCADA support.
- Responsible for programming field communications devices to interface with SCADA and Relays.
- Subject to on call after normal business hours as business needs dictate.
- Maintain expertise in relevant federal and regional requirements for providing transmission service.
- Oversee the maintenance of Rayburn’s transmission system, including the development of detailed and technically accurate maintenance procedures and reviewing test results for accuracy and completeness.
- Manage Rayburn’s processes for providing and receiving transmission service, including reviewing interconnection agreements and providing sound technical engineering judgment.
- Manage Rayburn’s transmission system weatherization and extreme weather readiness program, including participating in routine and unannounced regulatory inspections.
- Assist with the development and performance of emergency operations drills.
- Develop use cases for new and developing transmission system technologies.

- Delegates jobs and tasks, as approved by supervisor, to appropriate employees, providing complete information and resources to properly complete such jobs and tasks.
- Timely provides Rayburn management with complete reports on work and tasks performed as such reports are requested or required.
- Performs any other duties as assigned by supervisor or executive management.
- Job Specifications / Skills Required Education: Bachelor’s in Electrical, Civil, Mechanical or other accredited Engineering degree is required. Registered Engineer in Training or Professional Engineer license in the State of Texas is preferred. Experience: 2+ years of experience in field of power engineering preferred. Skills:- Working knowledge of engineering procedures.
