Job Summary:
NAES is seeking an experienced Owner’s Representative to provide oversight and coordination during the commissioning phase of a gas turbine power generation project in Oklahoma. This role will serve as the Owner’s on-site representative, working closely with EPCs, OEMs, and project stakeholders to ensure all commissioning activities are executed safely, on schedule, and in alignment with contract specifications. The Owner’s Representative will monitor system turnover, testing, documentation, and startup progress, providing updates and recommendations to the Owner’s project team to ensure operational readiness.
Essential Duties and Responsibilities:
- Represents the Owner’s interests during all phases of commissioning, startup, and initial operations
- Review and monitor commissioning plans, procedures, and schedules for mechanical, electrical, and I&C systems
- Oversee contractor/OEM execution of pre-commissioning, functional testing, system turnovers, and start-up
- Support walkdowns, punchlist verification, and system readiness reviews
- Ensure all turnover packages, redlines, and test records are complete and properly documented
- Participate in daily commissioning meetings, report progress and issues to Owner
- Coordinate with construction, operations, and engineering teams to ensure smooth transition into operation
- Support safety initiatives including LOTO procedures, field verifications, and site-specific protocols
- Knowledge of power plant and Balance of Plant (BOP) design, operating and maintenance principles (including pumps, compressors, fans, blowers, process controls principles, etc.)
- Expertise in managing both Client, EPC and Contractor/Subcontractor relationships.
- Knowledge of plant design and operating principles.
- Strong understanding of commissioning principles, including construction completion, pre-commissioning, verification and performance testing, emissions testing, cleanliness criteria, chemical cleaning, steam and air blows, lube oil and system flushing, operational protocols, and operator training.
- Thorough knowledge of OSHA and NFPA safety requirements including general, Lockout / Tagout (LOTO), arc flash hazard requirements (NFPA 70e) and fuel gas piping system requirements (NFPA 56).
- Ability to walk, reach, climb, stoop, and lift (up to 30 pounds).
- Proven experience as an Owner’s Representative on projects of similar scope and complexity
- 10+ years of relevant commissioning and startup experience in the power generation sector, preferably in an Owner’s Rep or Commissioning Manager role- Proficiency with Microsoft Office tools and collaborative platforms for document control, scheduling, and communication
