We are seeking a well-qualified Senior Project Controls Specialist to join our team at W.A. Chester, a United Utility Company, Candidate will be responsible for complex, multi-year underground power transmission and distribution projects. The successful candidate will work with the project management team to provide cost control and analysis, along with process improvement for assigned projects. The Senior Project Controls Specialist will work collaboratively with Leadership, Operations, Project Delivery Solutions Team, and Finance to ensure project reporting is performed with accuracy, transparency, and collaborative in nature.
- Supports the development and implementation of project controls processes and initiatives aligned with Project Delivery Solutions, Operations, and Finance requirements.
- Mentor and provide guidance to the Project Controls team as needed.
- Work closely with Leadership, Operations, and Finance to support sound decision making. In depth knowledge of scope, costs, and schedule is essential for early identification, and mitigation, of risks and to maintain alignment.
- Understands Fixed Price, Units and T&M contracts and reporting requirements for each.
- Reviews project performance, forecasts expected results and assists in the development of alternative solutions and recovery plans where needed.
- Monitor costs and man-hours on a weekly basis, ensuring that actuals are within budget, according to plan and charged to the correct job number and cost codes.
- Identify potential risks and opportunities as a part of recurring forecast analysis and communicate clearly to stakeholders. Analyzes cost and schedule trends and provides reports according to deliverable calendar.
- Supports Change Management while assessing impact to cost and schedule. Assist Project Managers in preparing final change order requests to customers while monitoring through written approval.
- Work with Project and Finance teams to drive monthly close.
- Ensure cost, accruals, and revenue adjustments are prepared and processed in a timely manner, in accordance with established policies and procedures.
- Works closely with Procurement to ensure commitments, invoices and change orders are approved and accurately reflected in Project Status Reports. Monitors material delivery and subcontractor performance against baseline schedule to support completion milestones.
- Facilitate timely completion of internal and external reporting requirements. Communicate deadlines to team the ensure sufficient time is available to accurately prepare and analyze.
- Attends internal and external meetings and prepares to discuss issues and answer questions relevant to project financials.
- Other duties as assigned.
- Bachelor of Science in Project Management, Construction Management, Business Administration, Engineering, or related field. Equivalent or practical experience and relevant knowledge may also be considered.
- 8+ Years of project controls experience on complex, fixed price projects. - 1+ Years of project controls experience in the electric utility sector preferred.- Advanced proficiency with Microsoft Excel.
- Up to 50 % travel may be required based on location.
- Proficiency with Oracle P6 preferred.
- Proficiency with Sage, Smartsheet, and Power BI is desirable but not required.

- Demonstrated ability to investigate and solve problems, analyze data, and develop management reports.
- Efficient at data collection and analysis using various enterprise systems.

- The ability to collaborate with multiple stakeholders to diagnosis and solve problems in a fast paced and deliverable driven environment.
- Highly capable of working constructively and maintaining good relationships with both internal and external stakeholders.
